Change Manager

The Change Manager will be responsible for overseeing the change management process across multiple departments in the shipyard, from initial identification and estimating, through schedule incorporation, execution, and performance evaluation. This position will be engaged with multiple teams daily, and will shape our change management processes, including training of personnel, identification of delays, and developing key performance indicators (KPIs). The Change Manager will be a key team member, who will be responsible for helping the Senior Leadership team meet safety, quality, schedule, and cost goals.

Oversight of Change Process The Change Manager will have oversight of the entire change process, while working closely with the Director of PMO and Director of Strategic Operations to ensure all organizations are supporting the overall strategy in management of our change process. The Change Manager will work directly with the Directors of Quality, Planning / Scheduling, Contracts, Finance and Subcontracts to identify bottlenecks or gaps in our current processes. The Change Manager will be empowered to measure and identify issues which will be elevated and evaluated as we look to reduce the impacts of change to our ability to deliver ships on time. The Change Manager will also be responsible for developing a series of metrics to manage our ability to process change in alignment with or cost goals, to ensure we maintain profitability as we incorporate change into our ongoing projects.

The Change Manager role requires a solid knowledge base for managing process, and developing process controls within a large organization. A strong knowledge base of ship repair and ship construction processes will help the Change Manager identify issues, and ensure our teams know how to identify change opportunity early and often, to ultimate reduce schedule risk near then end of each project. Close monitoring of key events and milestones (such as 20% reports, PCD, C5ILO, etc.) will be key to developing a solid strategy for each vessel. Ability to train and develop all role players within the current change process is required, while leveraging the technical experts within our shipyard.

Leadership The Change Manager will report directly to the Director of Programs. The Change Manager will be responsible for managing the change process around the strategy of each project, as determined by the Program Manager (PMO) and Ship Manager (Operations) for the respective projects. The Change Manager will oversee, evaluate, and measure the overall process, while the direct line leaders will be responsible for overall execution to the strategy. The Change Manager will oversee metrics and data trends, and alarm leaders within each department of performance impacts, milestone impacts, or schedule delays.

Performance Performance for this position will be evaluated based on the success of all availabilities within the portfolio. Performance will be measured against predetermined safety, quality, schedule, and cost standards. Change Management metrics (RCC Cycle time, COPA cycle time, change goals) will also be factored.

Essential Functions and Duties :

  • Maintain safe working environment throughout the shipyard
  • Maintain a strategic view of overall change process by contract
  • Evaluates impacts of change for future proposal work by identifying trends throughout our business
  • Drive efficient change management throughout the process, from inception to execution
  • Engage with proposals process to challenge assumptions and set goals early in development stages
  • Works directly with Director of Programs and Strategic Operations to develop project based change management strategy
  • Supports development of strategic and tactical approach to identifying opportunities for growth on all projects within BAE portfolio
  • Works closely with Program Manager(s) and Ship Manager(s) during closeout of projects, to ensure change opportunities are identified during testing, identifying resolutions that don't impact overall schedule negatively
  • Develops change identification skills through multiple ranks within the company (specifically within Operations), and develops training plans based on past experiences, future opportunities, etc.
  • Understands bottom up estimation strategy, and incorporates into accurate estimation strategy
  • Develops metrics to track change process, quality, profitability, and execution.
  • Responsible for tracking performance to change budgets, and ensure financial targets are met or exceeded (includes estimated budgets, and execution performance)
  • Responsible to drive ethical behavior and enforcing respectful culture
  • Instills a culture of Safety, Health and Environmental (SHE) excellence throughout the organization; including continuous improvement of Safety standards, and ensures compliance with SHE objectives and policies
  • Responsible for developing people , including succession planning, education, courses, and training that improve people sills, improves engagement, and drives performance and productivity throughout the shipyard
  • Creates a business culture where people are valued, engaged, and invested in our success
  • Engaged with customers and stakeholders (internal and external) to establish / improve relationships, understand requirements, and communicate accomplishments or issues.
  • Provides support to Ship Management Team (Program Managers, Ship Managers, Area Managers) and Craft Management Team through change planning and execution
  • Defines and drives achievement of objectives, both short term and strategic, in collaboration with senior management
  • Interacts with senior management and others concerning matters of significance to the company
  • Implements a system of controls and reports to accurately measure the quality of performance, sustain compliance, and identify constraints / problem areas requiring management attention
  • Evaluates and improves the quality of operational staff procedures, as required
  • Works with and integrates assistance from production support functional areas (Contracts, Subcontracts, Quality, Supply Chain, Finance, etc.) to achieve business goals
  • Review quality key performance indicators to evaluate and identify opportunities for improvement across all trades working on project (Craft and Non-Craft)
  • Exercise judgement in evaluating and proactively anticipating schedule and budget deviations
  • Understand and adhere to NAVSEA Standard Items (Repair) and commercial standards as required

The duties of this role are intended to be treated like a program and function identical to a Program Manager assigned to ship projects. The Program Manager description when assigned to ship projects is to lead, coordinate, develop, and direct the overall program strategy and execution for one or multiple contracts in ship repair, commercial and or fabrication type work. The Program Manager will take part in capture, proposal development efforts, and follow through to lead the pre-production processes for contracts that have been awarded. Once production has begun, the Program Manager will work directly with their counterpart in Operations to direct and guide each contract throughout completion. The Program Manager will maintain a symbiotic relationship with their Operations counterpart. Both individuals will work together to support the contract overall, and develop solutions that ensure we are performing safely, at the requisite level of quality, on schedule, and on cost.

Responsibilities :

  • Execute programs from proposal through contract closeout phase, preparing plans and developing or assisting with project cost estimates and proposal deliverables.
  • Prepare project execution plans and identify technical and business resource needs
  • Proactively and collaboratively support review work statements / scope to ensure they are adequately defined and executable
  • Coordinate project activities, deliverables, and action items
  • Execute processes and develop management plans with operations, anticipating and resolving schedule and budget deviations to meet management and project requirements.
  • Hold departments accountable for meeting schedule and cost goals, maintaining the lifecycle management system process and using EVMS Practices
  • Coordinate with production, planning, contracts, supply chain, finance, etc. to ensure successful project execution
  • Communicate material demands and coordinate activities, deliverables, and action items.
  • Manage the change process, ensuring changes are quickly incorporated and funded.
  • Evaluate performance, develop mitigation plans, and resolve subcontractor issues as needed.
  • Develop, monitor and communicate program metrics (KPIs) including budget and schedule and prepare status reports and recovery plans using EVMS practices to inform leadership and customers
  • Work with risk managers to ensure risks and opportunities are properly captured, appropriate risk mitigation activities are identified, and risk mitigation is effective and communicate appropriate program metrics to leadership and customers.
  • Understand and adhere to applicable standards and laws, coordinating with various departments for successful project execution.
  • Primary interface with customer, maintain and promote good customer relationships
  • Manage conflict collaboratively and support meetings and tasks assigned by the Director of Programs.
  • Required Education, Experience, & Skills :

  • Bachelor's Degree and 8+ years of experience OR equivalent education / experience
  • Experience in Program / Project Management
  • Experience in project planning, execution, monitoring, and controlling processes
  • Understanding of EVMS principles and practices
  • Experience in Production, Facilities, or similar environments
  • Ability to manage and report project schedules and budgets
  • Ability to prioritize and multi-task
