DEFINITION
Under direction, plans, implements and coordinates specialized programs and projects within the City and the Community Development Department; conducts analytical studies and policy analysis and participates in budget preparation and administration; conducts inspections for illicit discharge and compliance with regulations and policies; develops and implements community education and outreach programs on environmental compliance, water and energy efficiency, conservation, and related sustainability programs; develops, summarizes and maintains programmatic and administrative records; fosters cooperative working relationships among City departments and acts as liaison to various community, public and regulatory agencies; performs related duties as assigned.
IDEAL CANDIDATE
The Community Development Department is seeking a highly organized, detail-oriented, and experienced Environmental Sustainability Analyst. This position performs complex analytical studies and policy analysis and participates in budget preparation and administration. Researches environmental and sustainability issues, conducts studies and prepares reports recommending appropriate course of action and strategies in support of the goals and objectives of the Community Development Department. Develops, implements, coordinates, and administers programs and projects in areas such as solid waste, clean water, energy efficiency, sustainable procurement, and environmental program's outreach and events. Researches potential outside funding sources for local programs and prepares grant applications and accompanying reports, as necessary. Performs public relations tasks that include the development of written web-based materials and providing information and assistance to the public and City staff on environmental and sustainability programs.
The ideal candidate has a working knowledge of principles, practices, and techniques of public administration with emphasis in environmental programs and public policy. Knowledge of applicable federal, state, and local laws and regulations related to the environment and sustainability. Has skill in professional report writing, recommending comprehensive environmental policies and programs based upon community needs, available resources, and overall City priorities. Has the ability to coordinate environmental programs with other departments and agencies and prepare sound, oral and written reports, and recommendations. Is able to identify and analyze complex technical, operational, and administrative problems and evaluate alternative solutions, and recommend effective changes, present ideas in both oral and written formats. Has experience researching, developing, and recommending cost-effective program improvements.

Education :
Equivalent to a bachelor's degree from an accredited college or university with major coursework in environmental science, urban planning, biological science, chemistry, public or business administration, or a related field.
Experience :
Three (3) years of experience performing research and analysis, community education and outreach, or program administration and compliance related to sustainability and environmental programs.

Vacation Leave :

The City participates in the Public Employees' Retirement System (PERS). New members to CalPERS, new PEPRA formula 2% at 62, three-year average, 8.25% member contribution; classic CalPERS members 2% at 55, one-year average, the City pays the member contribution for classic CalPERS members. The City does not contribute to Social Security.
Health, Dental, Long Term / Short Term Disability, Life and Vision Insurance are all covered.
Health Insurance : A selection of health plans is available from CalPERS. The City will provide 100% paid premiums-coverage for employee and dependents up to the PERS Platinum PPO health plan level. Dental and Vision : 100% paid premiums-coverage for employee and dependents.
A voluntary 457 Deferred Compensation Plan is available for employee participation. The City will match up to $50.00 per pay period of a contribution to our 457 Deferred Compensation Plan.
The City offers an Alternative Work Schedule (9 / 80). Subject to the discretion of management.

This position is 100% in-person at Malibu City Hall and is not eligible for hybrid remote work.
New hire and promotional appointments shall be subject to a probationary period of not less than six months.
