Program Manager (Construction)

As a Program Manager (Construction), in this position you will lead the planning, execution, and modernization of critical hydropower grid and transmission infrastructure across five states. This is not a remote position. You must report to Phoenix, Arizona. This is a temporary promotion not-to-exceed one year.

Responsibilities

As a Program Manager (Construction), you will :

  • Plans, prioritizes, and executes facility construction and maintenance projects for critical energy infrastructure.
  • Develops and manages multi-year plans, schedules, and costs for complex construction programs.
  • Ensures regulatory compliance, cybersecurity, and operational resilience of transmission systems and facilities.
  • Formulates and revises Construction Program policies, procedures, and management guidance.
  • Identifies and resolves program and project challenges, recommending corrective actions as necessary.
  • Supervises, evaluates, and provides developmental training for a team of project management and engineering professionals.

Conditions of Employment :

Travel is required approximately 5 - 10% of the time with overnight travel possible during all or part of the time. You must be able to obtain and maintain the required acquisition certification to serve as a Contracting Officer Representative (COR). This position is not included in a Bargaining Unit. You will be required to wear Personal Protective Equipment (PPE). This temporary promotion has the ability to be made permanent without further competition. This position has a not to exceed date of 1 (one) year, with the possibility of extension for up to 5 (five) years. Limit your resume to no more than two (2) pages. Department of Energy (DOE) employees participating in the OPM or DOE Deferred Resignation Program (DRP) are not eligible to apply for this announcement.
