The federal clients (FPPS) is a custom-built, mission-critical legacy application developed and maintained in-house using Software AG's Natural and ADABAS technologies on an IBM z / OS mainframe . It comprises more than 4.5 million lines of Natural code and supports payroll and personnel processing for numerous federal agencies. The environment prioritizes stability, data integrity, compliance, and secure change control over rapid modernization. All developments follow disciplined mainframe O&M practices with tightly controlled code promotion, structured testing using JCL and batch jobs, and formal production turnover procedures. Modernization occurs only at the periphery-through web interfaces, reporting tools, and selective integration with systems such as ServiceNow, LifeRay, and TomEE -while the core mission remains sustained, reliable mainframe operations.
Candidates must demonstrate extensive experience developing, maintaining, and enhancing Software AG Natural and ADABAS applications on IBM z / OS . They should have strong skills in Natural programming, ADABAS data structures, JCL , and batch processing, with proven ability to analyze, code, test, and implement changes within strict mainframe change-control environments. Experience supporting large, homegrown federal systems such as FPPS-or similar payroll, HR, or financial systems-is essential, with emphasis on data integrity, regression testing, documentation, and secure code promotion.
Job Functions
- Develop and maintain system architectures for enterprise HR and payroll systems such as FPPS, NextFPPS, and related web and database components.
- Design, code, and maintain application programs supporting HR / payroll systems.
- Translate system and design specifications into well-structured, maintainable code.
- Adhere to IBC programming standards, configuration-management, and documentation requirements.
- Develop and execute unit, integration, and regression tests; debug and optimize code.
- Prepare and follow detailed test plans as required under IBC's structured process.
- Collaborate with system analysts, database administrators, and QA staff to ensure functional accuracy.
- Participate in design walk-throughs, peer code reviews, and change-management reviews.
- Support system integration, modernization, and data-conversion efforts.
- Maintain comprehensive program documentation and version-control records.
- Ensure compliance with DOI / IBC IT-security, accessibility (Section 508), and quality standards.
- Mentor junior programmers and provide technical guidance within the development team.
