Overview
Tecolote Research is hiring an Acquisition Analyst to support a dynamic Army contract, providing critical expertise in procurement strategy and documentation. This role is ideal for a highly organized professional with strong communication, analytical, and research skills who can lead or contribute to complex acquisition efforts.
Responsibilities
- Serve as liaison between the Contractor Officer (KO) and PM office.
- Review and track all incoming contract correspondence, drafting and reviewing all outgoing correspondence for contractual compliance, relevancy and accuracy.
- Review and submit evaluations to the Contracting Officer Representative (COR) / Assistant Product Manager (APM).
- Prepare Statement of Work / Specifications / IGCE / Market Research and Market surveys.
- Prepare pre-award source selection plans, Justification and Approvals(J&A), and any other necessary contract file documents for acquisition requirements packages.
- Prepare Request for Quotes (RFQs) / Request for Proposals (RFP).
- Work internally to complete technical evaluations based on KO's recommendations.
- Manage contract database (invoice and generating invoice reports etc).
- Develop contract strategy, processes, reporting, metrics and tracking methods for ongoing contracts.
- Review / track / update budget and contract action and update Government lead.
- Manage Contract Line Item Numbers (creation, renewal, etc.).
- Attend financial status meeting, participating on reviews and surveillance.
- Track and resolve any open contract issues.
- Lead the development of contract requirements packages and related policies, procedures, and guidelines.
- Develop program acquisition document (i.e., acquisition plans, Acquisition Program Baselines (APBs), and other program-related documentation), as required.
- Perform special projects within the contract's office, as assigned.
- Salary range : $80,000 - $130,000 / Year, DOE
Skills Required
We are seeking highly motivated individuals for mid-level through senior-level analyst level positions with considerable growth potential.
Successful candidates will have excellent communication, quantitative, research, and analytical skills and the capability to lead or principally contribute to large and difficult projects.Must have an understanding and working knowledge of FAR / DFAR and interpretations for contractual language.Demonstrated ability to assist Government Program Managers (PMs) / Contracting Officer Representatives (CORs) with developing pre-solicitation requirement packages and to serve as the liaison between the PMs / CORs and Contracting Officers (KOs) of procurement agencies to successfully process their requirements.Demonstrated ability to assist with the development of acquisition and contracts documentation for procurement packages, including the detailed Performance Work Statement (PWS) / Statement of Work (SOWs), Quality Assurance Surveillance Plan (QASP), Independent Government Cost Estimate (IGCE), Memorandums, requirement approval documents and any other requested documents.Must be able to work independently, be detail oriented and organized, and work many different projects at one time.Must be comfortable managing contracts for systems and services across their life cycle.Education
Bachelor's degree required, preferably in math, engineering, business, or the sciences.
