Planning And Funding Manager
Leads strategic agency efforts for the district's planning and investment management functions. Leads district efforts related to strategic planning initiatives, supports construction program delivery and advances the department's long-term infrastructure and financial goals.
How you will contribute :
- Cross-Functional : Oversee the district's planning and investment management program. Anticipate and balance the needs of multiple internal and external stakeholders. Apply knowledge of business and the transportation industry to advance the department's interests. Develop staff to meet individual and departmental goals and provide strategic leadership to drive results. Lead district efforts to communicate with internal and external stakeholders, facilitate training and compliance activities, and represent the department. Build partnerships with the public, General Assembly members, and CTB members. Ensure compliance with federal and state policies and procedures across the cross-functional areas.
- Financial and Federal Funds Management : Ensures district federal funds are managed appropriately by ensuring that financial analysis, reporting, and reconciliation are in compliance with state and federal financial management principles and performance metrics. Oversee district activities associated with financial management of projects including TIP / STIP Amendments and Modifications, Annual Obligation Reporting, FIRE, federal authorizations and performance end dates (closeouts). Ensure all activities are conducted in compliance with state and federal program guidelines and communications with external stakeholders.
- Local Programs Support : Advise external stakeholders throughout the life cycle of infrastructure project identification, development, and delivery. Lead district activities associated with local program coordination and project delivery. Advises localities on the Locally Sustained Performance Program (LSPP) to ensure that local projects are progressing as expected.
- Planning : Oversee and lead staff conducting short and long-range strategic planning initiatives and strategic multimodal initiatives. Assess performance, identify needs, and recommend performance-based solutions to address identified needs. Coordinate and lead pre-project development activities with stakeholders and other district cross-functional groups such as L&D, Traffic Operations, Environmental, etc. Oversee and lead district efforts related to the transportation planning process including planning and technical studies, traffic forecasting, travel demand modeling and safety and congestion analyses for projects. Collaborate with regional planning organizations to develop their long-range plans and prioritize projects for funding.
- Portfolio Development and Management : Oversee district staff in developing, managing and updating federal, state and regional funding and related portfolio impacts. Align financial and other resources to support construction program delivery across multiple years. Lead efforts of internal and external stakeholders to drive results and advance departmental strategic and long-term infrastructure and financial goals. Lead district's efforts associated with development and management of the construction program and ensure related activities are coordinated with external stakeholders.

A combination of training, experience or education in Public Policy, Business Administration, Finance, Civil Engineering or related field desired.Experience managing complex change and implementing programs, policies, procedures, and long-range goals.Experience presenting complex information to internal and external stakeholders and special interest groups.VDOT employees must abide by VDOT's Code of Ethics and the Commonwealth's Standards of Conduct.
