Internal Auditor

Develops and implements a comprehensive audit program, including identifying areas of risk and prioritizing departments or operations to be reviewed
Plans, supervises, and conducts audits of County departments, operational areas, and outside agencies under County oversight to ensure compliance with applicable laws, regulations, and policies
Gathers preliminary information, determines necessary data and procedures for analysis, and develops effective methods to obtain required information
Conducts surveys and interviews with departmental staff; analyzes transactions, documents, records, reports, internal controls, and procedures to assess compliance and efficiency
Documents data collection methods, analyses, and audit findings; discusses deficiencies with appropriate personnel and recommends corrective actions
Prepares and presents audit findings clearly in both written reports and oral presentations; follows up to ensure approved recommendations are implemented
Develops and applies auditing procedures that strengthen accountability, transparency, and compliance across County operations
Provides technical advice to County departments during system development, recommending internal controls, audit trails, and reporting features to ensure integrity and reliability
Reviews and reconciles County accounts and inventories, ensuring accuracy and consistency with established financial practices
Monitors and evaluates financial and compliance reports, particularly those involving state and federal funding, to verify accuracy and adherence to funding requirements
Graduation from an accredited four-year college or university with a degree in accounting, business administration, or related field and three (3) years of experience in accounting, internal and / or external auditing; or an equivalent combination of education and experience. Management Preference : Licensure or certification as a certified public accountant, internal auditor, fraud examiner, information system auditor is preferred.
Knowledge of the methods, procedures, and policies of Cumberland County as they pertain to the performance of internal auditor duties
Knowledge of principles and practices of accounting and auditing work, including generally accepted accounting principles and auditing standards, and the ability to interpret and apply them
Knowledge of the County's financial and budget systems, including chart of accounts and daily or monthly financial reports
Knowledge of laws, ordinances, standards, and regulations governing accounting and auditing activities
Knowledge of effective written and oral communication techniques for presenting findings and recommendations clearly
Knowledge of applicable information technology systems to perform auditing and accounting functions efficiently
Ability to ensure the integrity of information systems, internal controls, and data, including recommending necessary modifications
Ability to develop and maintain cooperative and effective relationships within and between departments
Ability to exercise analytical judgment when applying standards to diverse work situations
Ability to operate a motor vehicle to conduct both routine and surprise audits at County facilities

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.
