Administrative Assistant For Public Works Department

Highly responsible administrative position to assist the Public Works Director in the planning, organizing, direction, supervision, and management of the City's Public Works Department.
Essential Job Functions
- Acts on the Public Works Director's behalf by assignment or delegation in Director's absence.
- Supervises directly or through subordinate Division Managers and Superintendents, a large-sized staff of clerical, field maintenance and operating personnel involved in all functions of the of Public Works Department.
- Develops and interprets policy and provides staff direction on implementation of policies and procedures.
- Provides for administrative, technical, clerical, mechanical and physical support for divisional and departmental operations.
- Assists the Director in the preparation and management of the Public Works Department budget.
- Oversees the purchasing and accounting activities.
- Reviews plans for present and future programs and needs including equipment and facility requirements.
- Prepares, interprets and explains complex financial and administrative reports.
- Represents the Director at departmental meetings, City Commission meetings and community meetings.
- Formulates, develops and amends as necessary, administrative policies and procedures for the Department.
- Directs the preparation and maintenance of necessary records and reports.
- Provides the Director a monthly briefing based on an intensive review and analysis of the operating and capital budgets; recommends actions to avoid potential problem areas before they occur.

Knowledge / Skills / Abilities
Knowledge of the modern methods of Public Works administration and management.Knowledge of the methods and practices of budget development and execution, both capital and operating.Knowledge of sound methods of management and effective supervision.Knowledge of civil engineering principles and their application in design and construction.Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.Skilled in using computers for data entry, word processing and accounting purposes.Ability to plan, organize, and direct a comprehensive Public Works administration unit.Ability to develop and install administrative procedures and operations and to evaluate their efficiency and effectiveness.Ability to exercise judgment and discretion in applying and interpreting departmental policies and procedures.Ability to communicate effectively, orally and in writing.Education, Experience, Licenses and Certifications
Education and Experience :
Master's Degree Public administration or related field required.Five (5) years of responsible experience in public works or related field, including three (3) years in an administrative and supervisory capacity.A comparable amount of relevant training, education and / or experience may be substituted for the above qualifications.
Licenses and Certifications :
Valid Florida Driver's License.
Emergency Response Responsibility :
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
