Program Manager II, Student Support Services-SSS TRIO
Reporting to the Director for Vandals First Program, the Program Manager for Student Support Services-TRIO (SSS) is responsible for the leadership and oversight at the University of Idaho. They will ensure the program supports the academic goals and mission of the University and is in compliance with federal legislation and regulations. They are responsible for hiring, training, supervising and evaluating professional staff; budget planning and management; grant preparation / administration; annual reports; coordinating / overseeing program activities; collaborating with campus departments; guiding the development and execution of program vision and goals; coordinating program assessment, evaluation, and reporting activities.
This position serves as the administrative lead for educational, outreach, and professional programs, or directing complex business operations in support of the program. The program manager formally plans, assigns, directs and coordinates the work of the program. The position will represent the program to administrators, faculty, staff and students within the university and external contacts. Duties may include :
- Design and develop or assist with the design and development of program(s) or project(s).
- Manage and oversee the administrative and daily operations of a program.
- Ensure compliance with university, state and federal policies and regulations.
- Oversee the supervision of personnel for the program.
- Manage contract, grant and / or state funding; approve and monitor budget expenditures; prepare budget revisions; provide interim status reports on all accounts; oversee, coordinate, and / or assist with proposal writing to develop additional funding.
- Participate in the development of annual operating budgets and provide fiscal direction to the unit.
- Oversee and / or coordinate the collection, compilation, and analysis of program activity data; develop, write and present program reports.
Required Experience :
Four years of program coordination or program management experience.One year of supervisory experience or delegating work to others.Participation in the development and management of operating budgets.One or more years experience in designing, managing, or implementing SSS or a similar project intended to increase retention and graduation of disadvantaged populations.Two or more years of professional work experience with program management, supervision, and grant administration at the secondary or postsecondary level.Required Education :
Masters Degree in counseling, college student personnel, adult education or closely related field.Required Other :

Experience working with U.S. Department of Education TRIO Programs or similar programs serving disadvantaged, disabled, first-generation, or limited income students.Being first-generation, from a historically limited-income family or have a disability.Working knowledge of ADA and accommodation needs of people with disabilities at the post-secondary level.Experience counseling, advising, teaching and / or tutoring experience at secondary or post-secondary level.Successful grant writing and grant administration experience.Ability to speak Spanish.Experience with program assessment and report writing.Strong working experience with Microsoft Excel, Word, and Access.Working knowledge of adult learning theory, developmental education issues, freshman year experience, supplemental instruction, and academic success strategies.Strong attention to detail and organizational skills.Excellent communication and presentation skills.Strong interpersonal and problem-solving skills.Experience planning and coordinating programs, managing grants / contracts or supervising an organizational unit.Experience interpreting federal or state regulations.Experience interpreting and explaining specialized or complex material into information usable by the public.Physical Requirements & Working Conditions :
