Program Analyst (PA) [PR0002A]

ProSidian Consulting is looking for a Program Analyst (PA) in the Mid Atlantic Washington Metropolitan Area (Northern Virginia | Washington DC | Maryland) to support an engagement for an independent agency of the United States Federal Govt. that is primarily responsible for administering civilian foreign aid and development assistance.

The ProSidian Engagement Team Members work to provide technical, management and program support services and deliverables supporting an international Economic Growth, Education and Environment (E3) Local Sustainability Institutional Support Contract (LS-ISC). Under this contract, The ProSidian Engagement Team provides staffing, institutional, operational, technical, and administrative support to "E3 / LS" present and future programs, including long-term technical assistance (LTTA) and short-term technical assistance (STTA). ProSidian must provide these services in support of the E3 / LS vision, development objective, and three Practice Areas (locally-led development | volunteerism | cooperative development).

Program Analyst (PA) Candidates shall work to support requirements for PR0002 Program Support and Provide support to technical staff, performing a variety of both complex and analytical duties. These duties range from routine tasks such as maintaining program files, to more complex analytical-type tasks such as collecting, compiling, and analyzing data for various program documents and designing and maintaining spreadsheets in support of financial tracking systems.

This position can support multiple program workstreams and will work to monitor or assess program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs of Agency related to management and administrative policies. Serve as an expert on long-range planning, recommending and participating in developing strategies for implementing planning for a major office or program. Recommend short-and long range goals of the Bureau, developing detailed plans for implementing them, and overseeing implementation of the goals through the organization.

Provide expert advice and guidance on broad or complex projects and programs including but not limited to consulting with Agency Senior Managers on policies and procedures and assisting in the development of policies and guidance based on analysis and research. Manage and conduct studies encompassing extremely large, difficult, and diverse projects for a major agency component. Direct the capture, reporting, and analysis of statistical data relating to the organization's operations and directs or personally performs special studies.

Supports grants and contracts for the organization; Keep abreast of new developments and emerging issues by attending meetings, workshops and conferences.

Provides assistance to technical staff and recipient organizations to ensure that financial and technical reports are prepared and submitted as required

Assists technical staff in the preparation of various program documents and correspondence such as; memos and waivers, amendments, project authorization documents, Congressional Notifications, Technical Notifications, and requests, ensuring that all documentation is complete and in compliance with rules, regulations, and standards

Prepares budgets and financial tracking sheets to be used by the team

Researches, plans, analyze, and organize technical and / or statistical information and develop data for use in briefings, publications, and reports

Prepares program communications such as cables, memoranda, and letters that seek approval or request information relative to program matters

Collects and compiles data for use in regular and ad hoc reporting on the status of programs from various sources such as cooperating agency reports, reports and documents, and technical staff and ensures that schedules and deadlines are met

Collects and makes arrangements for distribution of material to the Agency missions, offices, host country institutions, and cooperating agencies

Maintains / or provides assistance with administrative and financial tracking systems, and assists in the design and maintenance of spreadsheets and databases to support these systems; and performs other duties as assigned

Participates in country team activities as needed

Provides short term backstopping support as requested for Technical staff

Researches, plans, analyze, and organize technical and / or statistical information and develop data for use in briefings, publications, and reports

Provides technical assistance as requested or assigned.

Works with Agency staff on general management-related activities

Qualifications

The Program Analyst (PA) shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word / Excel / Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones / delivery schedules as outlined.

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily.

The requirements listed below are representative of the knowledge, skills, and / or abilities required : GS-13 Equivalent (e.g., program analyst, etc.) : Master's degree or equivalent from an accredited college or university in a relevant field with at least four years of experience relevant to international development, including at least one year of experience at the GS-12 equivalent level.

Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones / delivery schedules as outlined.

Experience in international development, including work with USAID, a USAID implementing partner, and / or a local organization. Strong preference to candidates that have spent meaningful time working in a developing country who understand such environments.

Experience in international development or social change is a strong plus.

Familiarity with community-led development is a strong plus.

TRAVEL : Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations. LOCATION : Work shall be conducted at the Mid Atlantic Washington Metropolitan Area (Northern Virginia | Washington DC | Maryland)

U.S. Citizenship Required

Excellent oral and written communication skills

Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)

All ProSidian staff must be determined eligible for a "Facility Access Authorization" (also referred to as an "Employment Authorization") by the USG's designated Security Office.

OTHER REQUIREMENTS
