Position Summary

The Vice President of Workforce and Organizational Excellence will provide strategic leadership to ensure Liberty’s workforce is empowered, engaged, and equipped to deliver exceptional behavioral health services. Reporting directly to the Chief Operating Officer, this role will lead systemwide initiatives that strengthen clinical and non-clinical workforce capacity, enhance organizational culture, and promote continuous improvement across all service lines.

The VP serves as a key architect of Liberty’s workforce strategy—driving recruitment, retention, professional development, leadership cultivation, and operational excellence in alignment with evidence-based and trauma-informed practices.

Key Responsibilities

Strategic Workforce Leadership

  • Develop and execute a multi-year behavioral health workforce strategy addressing recruitment, retention, credentialing, and succession planning across all clinical and administrative roles.
  • Collaborate with the CEO / COO, Regional Clinical Director, and Leadership to ensure workforce strategies align with California Department of Health Care Services (DHCS), Department of Developmental Services (DDS), and Managed Care Plan requirements.
  • Strengthen Liberty’s position as an employer of choice within the behavioral health sector through competitive compensation, professional growth opportunities, and a values-driven culture.

Organizational & Clinical Excellence

  • Lead organizational development initiatives to support operational efficiency, service integration, and clinical workforce sustainability.
  • Oversee the implementation of Lean Six Sigma, Trauma-Informed Leadership, and Continuous Quality Improvement (CQI) frameworks.
  • Build and manage a high-performing team of workforce, training, and organizational development professionals to advance systemwide goals.
  • Culture & Employee Engagement

  • Champion a trauma-informed, recovery-oriented, and culturally responsive workplace culture.
  • Lead Diversity, Equity, Inclusion, and Belonging (DEIB) initiatives to reflect the communities served and to ensure equitable access to opportunity within LB&CS.
  • Enhance employee engagement, recognition, and well-being initiatives to improve satisfaction and retention among clinicians, direct support professionals, and administrative staff.
  • Learning & Professional Development

  • Oversee the design of clinical and leadership development pathways, including continuing education, licensure supervision, and behavioral health credentialing programs.
  • Partner with community colleges, universities, and workforce boards to expand the behavioral health talent pipeline in California.
  • Integrate evidence-based training and competency frameworks consistent with state and federal standards of care.
  • Data-Driven Performance Management

  • Develop and manage workforce analytics dashboards to monitor key performance indicators (KPIs) such as turnover, time-to-fill, engagement, training compliance, and diversity representation.
  • Provide quarterly reports and recommendations to the COO and Board on workforce trends, risks, and strategic investments.
  • Requirements

    Qualifications

  • Master’s degree in Human Resources, Organizational Development, Healthcare Administration, Behavioral Health, or related field (Doctorate preferred).
  • 10+ years of progressive leadership experience in behavioral health, healthcare, or human services settings.
  • Deep understanding of California’s behavioral health workforce challenges, licensing requirements, and regulatory frameworks (e.g., DHCS, DDS, CalAIM).
  • Proven success designing and implementing organization-wide culture, engagement, and performance improvement initiatives.
  • Demonstrated commitment to trauma-informed, recovery-oriented, and DEIB principles.
  • Expertise in process improvement, data analytics, and change management methodologies.
  • Strong interpersonal, coaching, and communication skills with the ability to influence across diverse teams.

    Compensation & Benefits

  • Salary Range : $160,000 – $175,000 annually (commensurate with experience and qualifications)
  • Benefits : Comprehensive medical, dental, and vision coverage; generous PTO and paid holidays; retirement plan with employer match; tuition reimbursement; professional development funding; and employee wellness programs.
  • This pay range reflects the reasonable estimate of compensation for this role in California at the time of posting. Actual compensation may vary based on experience, education, and internal equity.
