We're looking for a detail-oriented Engineering Technician 2 to support our Development Engineering team. In this role, you'll review permits and development plans, assist with public and private infrastructure projects, and provide technical guidance to developers, residents, and internal teams.

You'll work on a variety of projects-from residential street improvements to utility installations-helping to ensure compliance with city standards and regulations. The ideal candidate will have two (2) years of college-level coursework in engineering, surveying, mathematics and drafting, along with experience in the construction, engineering, permitting and / or surveying of development projects.

SALARY :

$7,430.00 - $9,031.00 monthly, depending on experience

There is one (1) benefited position that will be filled by this recruitment process. This is a non-represented position that is exempt from overtime.

GENERAL PURPOSE :

Under the direction of the Development Engineer Manager, Supervisor or designee, perform technical review of permits; and provide technical customer service to the development community, general public and internal customers.

Work is characterized by technical engineering duties to support the review of plans for development projects including street improvements, storm drainage, sewer and water main plans associated with residential and commercial / industrial developments. Incumbent provides assistance to the Development Engineering Section and the public by reviewing permit applications, providing technical information and answering questions. The incumbent assists senior level technicians and engineers in the review and approval of utility permits, building permits and civil construction permits.. While actual duties of each technician in this classification will vary from time to time, all Engineering Technicians may be assigned to perform work in any or all areas.

Work is performed under some supervision. Supervisor and / or other engineers set the overall objectives and resources available. Incumbent and supervisor work together to develop the deadlines, projects, and work to be completed. Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives. Incumbent keeps supervisor informed of progress, potentially controversial matters, or far-reaching implications. Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

Review and approve plans / permits for single family residential, street use, franchise utility, water meter, side sewer, and simple grade and fill construction permits.

Support Senior Technicians and Development Engineers with the review and approval of plans / permits for public and private developments including street and utility improvements, temporary erosion / sedimentation control (TESC), and drainage.

Provide technical assistance to the public, development community and permit applicants regarding obtaining permits, providing information related to Public Works Requirements and answering technical questions.

Research property and utility records (such as as-built construction drawings) to assist engineers and determine utility locations in relationship to property lines and right of way boundaries or to fulfill public records requests

Maintain records and prepare reports related to development and construction conditions.

Prepare written correspondence, reports and internal office memoranda regarding development and utility permits and elements of development projects.

Provide Development Engineers with technical data related to design standards, policies and development conditions in order to ensure compliance with SEPA, short plat, long plat, rezone and other applicable conditions and requirements.

Assist development engineers and inspectors with questions related to project requirements for development and utility projects.

Actively support the vision, mission, values and behavior statements of the department and the City.

KNOWLEDGE OF :

  • Applicable laws, codes, regulations, policies and procedures
  • Methods, equipment and materials used in civil engineering and drafting
  • Basic research methods
  • City organization, operations, policies and objectives
  • GIS desirable

  • Utilize the City's permit tracking software for coordinating and tracking of development and utility permits
  • EDUCATION AND EXPERIENCE REQUIRED :

    Education : Graduation from high school supplemented by two (2) years college-level course work in engineering, surveying, mathematics and drafting.

    Experience : Two (2) years of sub-professional civil engineering experience including experience in the construction, engineering, permitting and / or surveying of development projects.

    Or : In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill and ability to perform the essential duties and responsibilities listed above.

    LICENSES AND OTHER REQUIREMENTS :

  • Valid Washington State driver's license, or ability to obtain within 30 days of employment
  • Must successfully pass the City's pre-employment driver's records check; successfully complete the City's Defensive Driving Course; and maintain an excellent driving record
  • Multilingual desirable

    Typical business office machinery and equipment used include, but are not limited to, personal computer, telephone, cellular phone, copy machine, fax and calculator.

    Motorized vehicles used include, but are not limited to, city vehicles and vans.

    WORKING CONDITIONS :

    Work is performed in a typical engineering office environment. Incumbent may be required to drive to various construction locations to perform field checks. While performing the duties of this job, the incumbent is occasionally exposed to outside weather conditions; street traffic; moving mechanical parts; high, precarious places; fumes or airborne particles; risk of electrical shock; and vibration. The noise level in the office environment is usually moderate, while the noise level in the field may be loud.
