General Statement of Job General Statement of Job The Digital Learning Technology Manager provides technical leadership in support of the campus learning management system (LMS) and all the Digital Learning web software applications. Responsible for the support, design, development, implementation, delivery, and maintenance of resources used for instructional functions as well as overseeing the installation of all system updates, upgrades, integrated tools, and other software integrated with the LMS. In addition, this position may participate in the administration, management, and implementation of learning application systems, troubleshoots system issues and determines solutions. Additionally, the E-Instructional Manager is responsible for developing and maintaining software applications, organizing scheduling and trainings related to technology projects that require complex programming tasks.   • Manages, supervises and provides technical leadership to department staff and stakeholders.
  • Develops scripts and applications using SQL, PL / SQL, XML and other programming IDE’s.
  • Develop and update the department’s automated components, providing feedback and recommendations needed to the director or dean to explore and implement new ways to automate systems or day-to-day components.
  • Successfully develops, implements, and operationalizes projects related to distance learning initiatives.
  • Responsible for the day-to-day management, administration and development of LMS software.
  • Maintains existing and develops new complex applications using web development and shell scripting languages.
  • Maintains proficiency in several programming languages and frameworks (e.g., Microsoft Power Automate, Workflows, Java, ASP.NET, HTML5, JavaScript)
  • Coordinates with other departments to ensure consistency, security, and integrity of data residing within the learning management system and other integral systems / web applications to the department.
  • Develops and delivers new technology trainings for teaching and learning.
  • Prepares and coordinates the preparation of periodic and special reports, including monthly and weekly activity reports, financial reports, Institutional Effectiveness (IE) plans and reports, Board / Executive reports, division proposals and other reports as assigned.
  • Assists the Director and Dean as a liaison with software vendors regarding Blackboard services, early alert systems, and support services.
  • Identifies and addresses potential conflicts of new development as it relates to current applications.
  • Keeps abreast of emerging trends in the areas of distance learning and innovative software / technologies, and when appropriate, make recommendations to the director.
  • Collaborates with other division staff, Information Technology, and Library staff to provide direction, innovation, and support to faculty and students to be success participants in the distance learning process.
  • Creates, updates, and maintains clear documentation and other instructional materials (websites, multimedia and online tutorials) for support learning platforms and applications.
  • Assists the director and dean in coordinating distance learning projects and initiatives involving outside departments.
  • Tracks project deliverables and assures their quality.
  • Facilitates the flow of and communication between offices and departments in the division and outside division, including data, disseminating information, tracking projects and assigned tasks, managing communications, evaluating feedback and coordinating division-wide projects.
  • Assists faculty in the use of instructional technology to enhance teaching and create new learning environments.
  • Leads or serves in cross-functional project teams and task forces in addressing concerns, formulating solutions, implementing changes, and improving overall quality and service in the division and the college.
  • Travels throughout the college district, as needed.
  • Serves as Campus Security Authority.
  • Performs other duties as assigned.

  • Required Education and Experience
  • Master’s degree in Computer Science, Instructional Technology Education, Computer Engineering or documented academic courses within computer related discipline is required.
  • Learning management system (LMS) administrator experience, preferred.
  • Experience in higher education operations, preferred.
  • Experience with budget analysis or budget management, preferred.
  • Experience developing scripts and applications using SQL, PL / SQL, XML, and other programming IDEs, preferred.
  • Required Knowledge, Skills and Abilities

  • Excellent oral, written, and interpersonal communication skills.
  • Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, web applications, and internet research skills.
  • Knowledge of instructional technology for online courses.
  • Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
  • Ability to work independently as well as a team player within department and with others.
  • Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
  • Ability to work evenings and / or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.
  • Demonstrated commitment to achieving the vision and mission of South Texas College.
  • Ability to read and interpret documents such as technical and professional manuals, operating and maintenance instructions, and procedure manuals.
  • Ability to write reports and business correspondence.
  • Ability to effectively present information and respond to inquiries from groups of students, faculty, staff, administrators, and the general public.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

  • Physical Requirements
