Summary CPCNH is a non-profit, joint powers agency, providing power aggregation services (under NH RSA 53-E). Community Power Aggregation is a unique model where communities work together towards common goals to control their energy futures.

CPCNH’s mission is to power New Hampshire communities with local energy, education, and advocacy. As of September 2025, CPCNH comprised 65 municipal and 4 county Members across New Hampshire. Established in 2021 with 14 original Member Communities, CPCNH launched power supply services in April 2023, and has become the second-largest power supplier in NH. In the first half of 2025, the organization supplied about 810,000 MWh of power to ~190,000 metered accounts for commercial, municipal, and residential customers.

The Power Operations Director position is new to a small and growing team, replacing previously contracted support. Reporting to the Executive Director, the Director of Power Operations directs and coordinates assigned resources, including a Senior Energy Analyst, to lead and develop power operations for CPCNH customers, and technical and data analytics operations towards informed, quality decision making.  Essential functions

  • Power operations management. Oversee power operations, portfolio management (front, middle, & back offices), load and price forecasting, rate setting, power enterprise budgeting and cash flow, and retail data interchange, management, and billing. Ensure accurate and timely reporting, including of cost of service and contributions to Joint Reserves by Member jurisdictions. Lead the organization towards the ISO-NE registration process to become a market participant and load serving entity (LSE).
  • Vendor & contract management. Oversee and ensure power operation vendor performance against contractual obligations, and alignment with CPCNH’s goals and objectives. Lead and support evolution of vendor contracts and services and evaluate services that might be brought in-house with new staff.
  • Compliance. Assume primary responsibility for power operations acting in compliance with CPCNH Enterprise Risk Management Policy and Member Services Contract. Maintain power operations in compliance with applicable regulatory and external partners’ requirements. Attend and provide support to the Risk Management Committee.
  • Data analytics and reporting. Lead development and integration of energy and customer data, models, analytics, and management systems to support transactions, track key performance indicators, and produce reports that enhance data-driven decision making by the Board, Members, and other stakeholders.
  • Other duties will include responding to requests for data inputs or technical expertise to inform staff and committee work. For instance help the Director of Projects and Programs to evaluate and develop resource adequacy strategies (demand-side programs, storage, and clean energy procurement opportunities) with the goal of prioritizing integration of Member projects and programs into CPCNH’s energy portfolio. Support the Director of Regulatory & Legislative Affairs by contributing to the development of regulatory filings, expert testimony, legislative language, and policy positions that affect CPCNH’s operations and markets. Help ensure or coordinate organizational learning and continuity to support sustainable operations and policy compliance.
  • Qualifications & competencies Education. Bachelor’s in a relevant field required. Technical certification(s) and / or advanced degree preferred.

    Work experience. 7+ years of progressively responsible experience in power agency, utility, system operator, competitive supplier, and / or community choice aggregation energy market operations and organizational development.

  • Working familiarity with industry standards and best practices.
  • Practical understanding of existing and evolving energy policies, regulations, and legislation.
  • Familiarity with ISO-NE, retail market operations (energy, capacity, ancillary, and REC).
  • Familiarity with Community Choice Aggregation (CCA).
  • Experience developing and using a strategic approach to energy risk management to anticipate and mitigate potential threats to supply, pricing, and compliance.
  • Proficiency using analytical tools and software required to design, implement, and interpret data models and extract meaningful insights (data modeling techniques, statistical analysis, data visualization).
  • Familiarity with Microsoft Excel, APIs, programming tools, and scripting languages such as Python, R, and SQL, with demonstrated expertise utilizing one or more.
  • Able to integrate core values, integrity, accountability throughout organizational practices.
  • Able to direct and contribute to work teams, initiatives, and processes within the organization.
  • Demonstrated strategic agility, systems thinking, effective administration.
