Job Summary
Under general direction and in compliance with standard operating procedures and policies, oversees and coordinates all safety and training programs and activities for Greenlink personnel to include developing and implementing new-hire training program for Bus Operators and Bus Operators-in-Training. Conducts classroom-trainings including developing participant guides and presentation materials. Acts as South Carolina (SC) Third Party Commercial Driver's License (CDL) Examiner. Tracks safety trends and reports data to the National Transit Database (NTD). Ensures compliance with OSHA industrial hygiene standards by conducting informal site reviews within the Operations & Maintenance Facility, Greenlink Terminal, and equipment storage sites. Utilizes facility and vehicle camera operational systems for accident, incident, employee injury, customer complaint, criminal, or other investigations. Recruits, screens, and interviews Bus / Trolley / Paratransit Operators and Bus Operator-in-Training Candidates. Serves as the Chief Safety Officer (CSO) in the administration of GTA's Agency Safety Plan in compliance with the FTA Safety Management System (SMS) requirement. Reports directly to the department's highest accountable executive with regard to SMS related activities. Oversees Safety Committee. Assists the Operations division during departmental emergency operations to ensure personnel and equipment operate in a safe manner. Ensures compliance with Greenville Transit Authority (GTA) and FTA safety policies by conducting inspections of GTA vehicles and employee work sites. Acts as Drug and Alcohol Program Manager (DAPM) including overseeing the Department of Transportation (DOT) / Federal Transit Authority (FTA) drug testing process. Assists in providing information during various audits (i.e., FTA triennial review, NTD annual reporting, etc.). Supervises assigned staff as well as Bus Operators-in-Training and new Bus Operators until training is complete. Manages the Accident Review Committee; makes recommendations on accident and incident preventability. Establishes guidelines and expectations for accident / incident investigations as it relates to safety; reviews all reported accidents and incidents. Represents the Greenville Transit Authority (GTA) Board of Directors to transit stakeholders, as well as to applicable federal, state, and local government agencies. Operates transit bus, as needed.
Job Duties
Essential Functions :
- Manage Greenlink Training Programs : Facilitate the development, implementation, and monitoring of all Greenlink training programs (e.g., CDL training for Bus Operators-in-Training, Bus Operators, Paratransit Operators, Trolley Operators, Transit Shift Supervisors, and Transit Dispatchers). In coordination with non-operational divisions, assist in the development, implementation, and monitoring of new hire training (e.g., vehicle and facility maintenance). In collaboration with Deputy Director, develop and update departmental policies related to safety & training, including the Greenlink Operations Handbook and standard operating procedures. Oversee the delivery of new employee orientation, classroom training, dispatch training, and behind-the-wheel training for Bus Operators and Bus Operators-in-Training, including developing participant guides and presentation materials as required. Serve as a SC Third Party CDL Examiner for Greenlink employees attempting to obtain or renew a CDL. Design driving skills evaluation processes for Bus Operators and Bus Operators-in-Training for fixed route, paratransit, and trolley services. Conduct knowledge testing of frontline employees regarding policies and procedures to ensure compliance. Train employees in department customer service expectations as well as conflict resolution / de-escalation techniques. Conduct necessary trainings during monthly safety meetings or as needed for the ongoing professional development of all operations and maintenance staff. Maintain calendar of recurring training requirements by division and schedule monthly meeting topics accordingly. Conduct forklift certifications for maintenance staff as required. Conduct bloodborne pathogens training for occupationally exposed employees in compliance with OSHA regulations with particular focus given to bloodborne pathogen hazards, exposure risks, universal precautions, and spill cleaning in the public transportation environment. Conduct training for affected employees on OSHA standards for industrial hygiene and industrial workplace safety. Analyze safety data and design training modules to decrease frequency of accident / incident trends. Engage in continuous education to remain current on all FTA, SC Department of Transportation (DOT), and City requirements, laws, policies, and required training. Review all training and evaluation documentation for accuracy and completeness. Maintain records of all training activities and generate reports, as needed. Train all new employees on City and federal requirements for drug and alcohol testing as described in the City and GTA Substance Abuse policies. Develop and disseminate general safety policies and procedures to be followed by Greenlink personnel in compliance with local, state, and federal rules and regulations. Develop and facilitate training to division managers and supervisors on FTA SMS-related activities for hazard identification tracking, analysis, and mitigation. Develop and facilitate training on video-based Driver Behavior Modification System for affected division managers and supervisors.
- Screen & Recruit Transit Operations Personnel : Act as hiring manager for all Bus Operator / Bus Operator-in-Training positions. Actively recruit candidates for Bus Operator and Bus Operator-in-Training Program; attend job fairs as needed. Work closely with outside recruiter to identify candidates. Screen applications, schedule interviews with qualified candidates, and interview candidates. Complete reference checks and ensure proper information is collected so that Safety Performance History Requests (SPHRs) can be completed by the City's Human Resources Department. Assist new applicants in coordinating required drug screenings and DOT physicals. Collaborate with the Transit Operations Division to interview applicants and conduct supplemental assessments during the interview process.
- Oversee Safety Management : Serve as the CSO in the administration of GTA's Agency Safety Plan in compliance with the FTA SMS requirement. Facilitate the development, implementation, and continuous improvement of SMS processes and activities in compliance with FTA regulations. Oversee Safety Risk Management, Safety Assurance, and Safety Promotion processes and activities as described in the Agency Safety Plan. Promote high standards of safety in both the Operations and Fleet Maintenance divisions. Develop and update safety policies and procedures, including GTA's Agency Safety Plan and elements of the Greenlink Operation Handbook as assigned. Work with all employees to ensure understanding and compliance with safety policies and procedures to prevent accidents during vehicle maintenance and fleet operations. Facilitate monthly safety meetings providing pertinent updates on safety data and data trends, identified safety concerns, and demonstrate the use of any required safety equipment. Develop or obtain resources for training such as videos, booklets, and trade magazine articles. Maintain up-to-date knowledge as subject matter expert on American with Disabilities Act (ADA) regulations, FTA safety and security regulations, OSHA industrial hygiene regulations, and environmental health and safety requirements, and other safety-related best practices relevant to the public transportation industry. Consult with Health Clinic Administrator and Risk Manager regarding any employee-related injuries and associated work site hazards and / or exposures, investigations, and coordinate any necessary mitigation. Develop, implement, and administer GTA's Agency Safety Plan in accordance with FTA's Public Transportation Agency Safety Plan requirement to create a positive safety culture, coordinate ongoing analysis and mitigation activities for identified hazards, and conduct other critical safety activities utilizing the SMS model adopted by the FTA. Document safety violations and make recommendations to division managers and supervisors for corrective disciplinary action. Ensure safety compliance at all work sites through frequent visitation, making corrective action decisions as needed. Conduct scheduled or random weekly inspections of GTA's facilities and fleet yard to ensure that good housekeeping and safety procedures are being followed. Educate division managers and other affected employees on the proper storage and disposal of hazardous materials and perform regular monitoring of affected work areas for compliance. Coordinate with the Fleet Manager to ensure that the Maintenance division is compliant with mandatory Storm Water Pollution Prevention Plan (SWPPP) and Spill Prevention and Countermeasure (SPCC) plan as required by the Department of Health and Environmental Control (DHEC). Coordinate with the Transit Projects Coordinator to review all bus stop locations for safety and accessibility and provide final approval for additions. Serve as GTA's DAPM and administer all aspects of FTA / City drug and alcohol programs for Greenlink. Coordinate with the Employee Health Center (EHC) and affected Greenlink divisions to ensure all DOT / FTA drug and alcohol testing requirements are met. Maintain necessary records for annual DOT / FTA reporting. Maintain drug and alcohol training records as required by FTA. Submit all NTD reports regarding safety and security for fixed-route and paratransit operations. Provide safety statistics for the NTD report and monthly SMTF (State Mass Transit Funding) reports. Manage Greenlink's video-based Driver Behavior Modification System. Responsible for budget-related items including safety-related capital cost requests for annual budget and in charge of tracking expenses for division over time (like new employee binders, uniforms, cones, etc.). Responsible for development of procurement documents for safety programs / items.
