POSITION SUMMARY

The EMS Assistant Chief of Training, Quality, & Safety is a pivotal leadership role responsible for overseeing the development, implementation, and continuous improvement of educational programs, training initiatives, quality assurance, and safety standards within the EMS department and the county wide EMS system of care. The position plays a critical role in ensuring that all EMS system personnel are adequately trained, services are of the highest quality, and safety standards are rigorously maintained to deliver exceptional emergency medical care to the community.

The Assistant Chief collaborates with and supports the entire departmental and county-wide public safety chain of command, in a manner that seamlessly promotes teamwork and exceptional outcomes. The Assistant Chief does respond to individual emergency medical situations and supports mass casualty response, as well as, disaster or crisis management within the incident command framework, and is subject to recall from home or extended hours of operation as needed.

The EMS Assistant Chief will model a safety-first culture, focused on delivering best-in-class patient care and customer service as determined by the policies, procedures, and standards of performance of Williamson Health, in accordance with State regulations and accepted standards of care. The Assistant Chief will promote a supportive and encouraging work environment of continuous improvement and professional growth for every team member. The Assistant Chief must be able to provide, model, teach, guide, delegate, and manage their leadership responsibilities and direct patient care at the expert level for situations and incidents of all types while maintaining a high level of professionalism.

POSITION REQUIREMENTS

Formal Education / Training :

Tennessee Licensed Critical Care Paramedic

Bachelor's degree required; Master's degree preferred.

BLS certification at time of employment

ACLS and PALS certifications within six months of employment

Non-Violent Crisis Intervention (NVCI) within six months of employment

Valid driver's license in the state of residency; must be insurable

TN State EMS Paramedic Instructor Coordinator or higher required

Able to obtain State education director credential if determined necessary to lead EMS Education programs

Quality and Safety Training preferred

Workplace Experience :

At least five years of experience in an EMS system senior management position

Proven experience leading, developing, and delivering EMS education, training, quality, and safety

Equipment and Skills Training :

Employees will participate in orientation and on-going education and in-service training for all types of learning; to include adult learning, clinical care, critical thinking, customer service, leadership, management, research, and resources used to effectively and efficiently accomplish each in the EMS environment. Employees are required to complete annual education and in-service training for all types of medical, trauma and behavioral emergencies and equipment used in all assessment, treatment and transportation of patients.

Physical Environment :

Potentially high-risk environment. Duties are performed indoors and outdoors in all weather conditions, disaster and mass casualty incidents. Patients may present with any of an unlimited number of diseases, illness, injuries, personalities and emotional states. Environment includes operations of, and performing work functions within emergency vehicles, including ambulances. Prolonged exposure to temperature extremes may also be encountered.

Physical Effort :

Must be able to utilize devices for patient movement, including all functions of ambulance stretcher, with 250-pound weight, with partner. Must be able to walk, crawl, stand, sit, climb, stoop, run and kneel to access patients. Must be able to carry patients and equipment over varying distances, terrain and up or down stairs. Must be able to carry the EKG monitor and jump bag unassisted.

PERFORMANCE STANDARDS

  • Leads and manages the training, Quality, and Safety functions, officers, and personnel, including reviewing overall performance, complaints and associated correspondence.
  • Maintains and executes an annual personal development plan ensuring minimum organizational expectations are met as well as initiatives that promote continuous work-related growth and improvement.
  • Design, update, plan, implement and maintain comprehensive EMS education and training alignment with protocols, policies, regulatory standards, and evidenced based best practices.
  • Oversee and lead the execution of EMS system training programs, including ongoing skills development, competency validation & certifications processes.
  • Lead and manage quality assurance processes and procedures to ensure the highest standards of medical care, regulatory compliance and business operations.
  • Lead, develop, and maintain comprehensive safety protocols, procedures and processes to protect patients, personnel, and the general public, including risk assessments, drills, and operational activities.
  • Maintains all records required by TN Department of Health - Office of EMS and / or other accrediting agencies, including license and certifications.
  • Works closely with other internal and external chiefs, leaders, personnel, and citizens, one-on-one or through group meetings or committees as it relates to EMS responsibilities.
  • Lead the recruitment, retention, hiring, promotions, performance, on-going development, and evaluations of the education, training, quality and safety personnel, including internal and external as needed specialist.
  • Ensure accurate and timely system wide reporting and performance analysis is developed, maintained and utilized to inform key stake holders and continuously improve system wide outcomes.
  • Lead, develop and stay abreast of the latest innovation, research and best practices as it relates to divisional responsibilities.
  • Manages and leads the development and maintenance of EMS system medical protocols, equipment, techniques, policies and procedures as it relates to quality of care, safety, education and training.
