Position Summary
Collect, compile, research, and analyze real estate data for taxation. This full journey-level position, under general supervision, is responsible for measuring and listing all property types and work all land splits; defending ad valorem values before the Board of Equalization and Review along with assisting in presenting cases to the NC Property Tax Commission; delineating neighborhoods; establishing property grades and characteristics for revaluation; along with cost, market and income studies for revaluation.
Essential Functions
Collect, compile, research, and analyze real estate data for ad valorem valuation
Perform on-site inspections to verify physical characteristics of land and buildings, and to formulate valuation decisions
Verify and evaluate property sales and other real property information; apply this information to provide an estimate of value appropriate to the property classification
Review property valuation appeals, prepares written appraisals for valuation defense, including investigation and formal response to protests, appeals and complaints, represents the county at hearings, and testifies in court as required
Prepare reports using a variety of statistical methodologies and software, and per guidelines established by the Appraisal Standards Board
Perform reviews of properties to assure assessment uniformity as verified by state audit
Assist taxpayers and other agencies and organizations to obtain real estate information, and provides explanation of appraisal methods, statutes, and procedures
Minimum Qualifications
Experience : Minimum of two years of direct appraisal or appraisal related experience. Education : Associate's degree

Licenses and Certifications
Requires a valid North Carolina or South Carolina Driver's License
Requires County Driving Privileges
NC Dept. of Revenue as a County Real Property Appraiser within one year of hire
Preferred Qualifications
Bachelor's degree preferred
Completion of IAAO Course 101 or equivalent
Completion of IAAO Course 102 and 300
CNCA certification

Knowledge of :
Principles, practices, methods and requirements of real estate appraisal
Understanding the proper application of the Schedule of Values
Real estate principles, practices, markets and values
Materials, methods, for measuring and listing, structures, yard features and buildings
Generally accepted accounting principles and procedures
Pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work
