Under administrative direction, plans, implements, and manages technically diverse divisions within the comprehensive and integrated Department of Resource Management. The Department administers and enforces federal, State, and local laws and regulations in the areas of building and safety; consumer protection; environmental health; parks and recreation; public works, engineering, operations, planning, surveying, infrastructure improvement; and natural water and delta water.
The position is responsible for managing, monitoring, and evaluating the operational and administrative functions of assigned divisions and ensuring the Department's delivery of services to residents and the public at large. Successful performance requires a strategic thinker and problem solver who exercises initiative, ingenuity, independent analyses, and judgment to solve difficult and complex operational and fiscal problems and optimize resources; and employs integrity, stewardship, commitment, and organizational acumen.
The incumbent serves as a member of the Department's executive management team and assists in formulating and implementing the Department's policies, goals, and objectives. The incumbent may function as the Director of Resource Management in his/her absence or as assigned. This is an at-will class, and the incumbent serves at the discretion of the appointing authority. The incumbent is exempt from Civil Service.
Required licenses, registrations and certifications will vary depending on assignment.
Education: Bachelor's degree or higher from an accredited college or university with major course work in land use planning, civil engineering, mechanical engineering, environmental health, recreation management, or other fields closely related to the intent of the class. AND Experience: Five years of management and supervisory experience in a governmental public agency in one or more of the following areas: environmental health management; public works, engineering; building codes, permits and construction; public land use planning; parks and recreation; and/or transportation. Of which, two years must have included program evaluation, budget development, contract management, performance management and personnel management.
