The Behavioral Health Crisis Center with Marion County Health and Human Services is in need of a passionate, empathetic, and motivated individual that can provide both case management and brief therapy to individuals in our services. GENERAL STATEMENT OF DUTIES

Crisis Clinician 2 :

Provide assessments and treatment of individuals and families, including groups; provides crisis assessment and intervention services and related duties as required. Primary responsibility of this class is to provide assessment and treatment services; crisis intervention, and treatment services, including intensive services, to individuals and their families with complex needs and diagnoses and / or to develop and implement specific services in the community.

Crisis Clinician 1 :

Plans and carries out recreational, social and skills training activities; performs case management and counseling functions with Adults in Custody (AIC); facilitates counseling and / or skills training groups; performs related duties as required. Primary responsibility of this class is case management and counseling, without responsibility for developing and implementing specific programs in the community.

SUPERVISION RECEIVED

Crisis Clinician 2 and 1 :

Works under the supervision of a supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness.

SUPERVISION EXERCISED

Crisis Clinician 2 and 1 :

Supervision of others is not a responsibility of positions in this classification. Crisis Clinician 2 may act as Clinical Supervisor designee when needed. May assist in the supervision of practicum students and / or volunteers.

Typical Duties - Duties include, but are not limited to the following

Provide mental health services in person and / or out in the community to individuals diagnosed with a variety of mental health illnesses. Work closely with staff of the Behavioral Health Crisis Center, to include other clinicians, clinical supervisors, peer support specialists, prescribers, QMHA's, and others.

Case Management & Consultation

  • Determine individual service needs, eligibility, and appropriateness of services.
  • Provide case management to include making referrals and coordinating with other agencies to obtain services and resources for individuals; and advocacy and brokerage on behalf of client to access community resources, benefits, and entitlements.
  • Provides individual case specific consultation to other providers and community partners, which may include recommendations for risk reduction.
  • Work on development of individuals' natural supports.
  • May make recommendations for courts regarding individual status, including risk factors and level of functioning.
  • Maintain current knowledge of and contact with community agencies to make referrals appropriately.
  • Ensure that individuals in services receive the services they need and do follow up work as needed, to make certain that the individual(s) needs are being met.
  • Must have the ability to drive a county vehicle to meet with individuals in services and engage in treatment planning and / or case management as well as crisis and risk assessment.
  • Meet with individuals enrolled in the BRES program within BHCC a minimum of twice monthly, to determine if further support is needed.
  • Work with multiple community programs such as alcohol and drug, parole and probation, vocational resources, community counseling, community case management, community health, and more to provide services for individuals and / or their families.
  • Works closely with the Prescriber Assistant with BHCC to ensure individuals do not lapse in their ability to have access to their mental health and medical health medications.
  • Coordinate with various pharmacies throughout the area to ensure individuals medication stays up to date and available.
  • Work closely with various programs at BHCC to include CSS, Navigation, Crisis Services, Diversion, CRT to ensure services can be provided to individuals throughout Marion County.

Assessments and Treatment Planning

  • Work collaboratively with Navigators and the individual in services, to create a Multi-Disciplinary Treatment Plan (MDTP), to address individuals' basic and most needed needs as well as plans to obtain various services.
  • Provide counseling by telephone or in-person to individuals and / or their families or other concerned individuals.
  • Intervene with both children and adults.
  • Provide backup, as directed by a clinical supervisor; for Crisis Services to be available as a Crisis Screener if deemed necessary.
  • Maintain comprehensive and non-exhaustive knowledge of psychopathology and be able to draw upon a wide range of therapeutic strategies in counseling, assessment, and treatment planning.
  • Provide comprehensive mental health assessments on an as needed basis for other program areas, as directed by a clinical supervisor.
  • Assess, develop, and direct individual mental health, functional skills, and behavioral symptoms using various standard assessment tools and customized individual treatment plans.
  • Coordinate with Crisis Associates, Qualified Mental Health Associates (QMHA), Peer Support Specialists, and others as needed for clients enrolled into BRES.
  • Therapy / Counseling

  • Provide individual and group therapy to individuals enrolled in multiple programs with BHCC. This includes going to locations in the community to provide these services.
  • Provide therapy utilizing a multitude of evidence-based practices which may include Cognitive Behavioral Therapy (CBT), Dialectical Behavioral Therapy (DBT), Solution Focused Brief Therapy (SFBT), Collaborative Assessment and Management of Suicidality (CAMS), Collaborative Problem Solving (CPI), and Motivational Interviewing (MI).
  • Work independently, and with a team; to provide crisis assessment and specific intervention services, including the development of safety / crisis plans and suicide and self-harm risk assessments.
  • Documentation

  • Maintain accurate and timely clinical documentation in accordance with federal, state, county, and treatment program requirements under the direction of a clinical supervisor.
  • Meets performance expectations for time and billing standards.
  • Miscellaneous

  • Work with a team of clinicians and supervisors for clinical supervision, treatment planning, staff and departmental meetings, and training.
  • Work within a team and collaborate with other team members.
  • Provide backup to BHCC team as requested by supervisor and if needed will go into the community to provide services.
  • May serve as team leader.
  • May represent the agency on internal and / or external committees as requested by a supervisor.
  • May provide mental health and / or substance use disorders education and training to other staff.
  • Perform other job duties as assigned by your supervisor.
  • Response Level 2 : In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

    Requirements for the Position

    EXPERIENCE AND TRAINING

  • Possession of a Master's degree in Psychology, Social Work, Recreational Therapy, Music Therapy, Art Therapy or a behavioral science field, or possession of a bachelor's degree in Nursing and licensed by the State of Oregon, or possession of a bachelor's degree in Occupational Therapy and licensed by the State of Oregon; OR second year graduate students waivered as QMHP's by the Oregon Health Authority.
  • Crisis Clinician 2 Only : In addition to the educational requirements above, the Crisis Clinician 2 must have at least one year of full-time, post-Master's degree experience in the behavioral health field.
  • PREFERENCES Preference will be awarded to candidates who are LCSW, CSWA or eligible for LCSW. Qualified candidates will be eligible for licensure supervision if hired.

    AUTO-PROMOTE AND SPECIAL CONDITIONS OF CLASSIFICATION

    Individuals hired as a Crisis Clinician 1 will auto-promote, as noted in Article 4 in the Marion County personnel rules, to the classification of Crisis Clinician 2 upon satisfactorily completing one-year, post master's degree, of service as a Crisis Clinician 1. (One-year of work experience is equal to 2080 hours)

    SPECIAL REQUIREMENTS

  • Salem Hospital Credentialing : Must possess, or obtain within 6 months of hire, Salem Hospital Privileges.

  • Typical Work Schedule : Monday through Friday, 8 : 00 a.m. - 5 : 00 p.m., with flexibility depending upon the needs of the department and program.

    PHYSICAL REQUIREMENTS

    Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.
