The Division of Youth Services :

About the Division of Youth Services : The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention commitment and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed and detained by the District Court to the custody of the Colorado Department of Human Services. The Division operates fifteen secure facilities that serve youth between the ages of 10 and 21 who are pre-adjudicated sentenced or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum a State-funded locally administered program that provides services to youth at risk of further progressing into the juvenile justice addition to residential programming the Division administers juvenile parole services throughout the State.

The Behavioral Health Services Manager provides oversight of behavioral health operations across youth centers within the Division of Youth Services (DYS). Success in this role requires a strong foundation of professional competencies that ensure consistent high-quality mental health services for detained and committed youth.

Purpose of the Position :

The Behavioral Health & Medical Services work unit exists to ensure that appropriate and comprehensive assessment medical psychiatry dental mental health psychological neuropsychological substance use and sex offense specific services are provided to the Division of Youth Services (DYS) detained and committed youth. The unit ensures the health needs of youth involved in DYS are addressed. The DYS Directors Office provides global administration of the operations of all State-operated institutions privately contracted residential and non-residential program services and centrally managed programming. The Directors Office allocates resources consisting of DYS Central Administration Behavioral Health and Medical Services Education Services Training and Staff Development Food Services Research and Evaluation Quality Assurance Contract Management Bed Management Colorado Detention Youth Continuum (Alternatives to Incarceration) and Information Technology Services. Primary administrative functions of the Directors Office include : crafting and executing short-term and long-term planning initiatives to address Division-wide current and future resource needs sustaining communication with the Governors Office Legislature Legislative Staff Courts and other State Departments conducting reviews to establish and monitor standards for provision of service and care developing policies and procedures generating and for program development collaborating with internal and external service agencies and stakeholders and providing system support to DYS associated programs and centrally managed programming. The purpose of the Behavioral Health and Medical Services unit is to oversee manage and operationalize DYSs assessment medical dental mental health psychological neuropsychological substance use services and sex offense specific services functions. The Division is charged with assessing and classifying the needs of new commits each year in order to restore and preserve community safety and make critical decisions involving risk assessment classification resource matching level of care treatment plan design and identification and treatment of medical mental health psychological neuropsychological sex offense specific and substance abuse needs. The unit must evaluate oversee and enforce DYS behavioral health and medical policies and procedures accreditation standards (National Commission on Correctional Health Care) program processes and systems in order to ensure effective organization and implementation of DYSs Behavioral Health and Medical Services structure. Additionally DYSs Behavioral Health and Medical Services unit must serve administrative functions and maintain compliance with both DYS and Colorado Department of Human Services policies and procedures State and Federal laws and other applicable entities.

About the position :

The purpose of this position is to provide oversight of behavioral health operations at the youth center level ensuring the consistent delivery of high-quality mental health services for detained and committed youth. The Behavioral Health Services Manager supervises Clinical Directors and maintains consistency of behavioral health services across youth centers while also offering temporary coverage for vacant Clinical Director positions to sustain continuity of care. Additional responsibilities include overseeing referrals and executive transfers to mental health institutes or hospitals participating in DYS committees and division-wide behavioral health management meetings and maintaining ongoing communication with Youth Center administration regional leadership and external stakeholders regarding assessment treatment and transition needs all while ensuring safety and security in accordance with Colorado law. This position also directs mental health services for committed and detained youth in state-secured DYS facilities providing consistent supervision across three Clinical Director positions with flexibility to expand oversight as population needs evolve. Central to this role is strengthening Clinical Director competencies fostering leadership and clinical supervision and advancing comprehensive behavioral health services that reflect DYS values and philosophy.

Job Duties :

Clinical Supervision / Oversight and Professional Development :

Directs the supervision activities of a comprehensive program for all youth within state owned and operated Division of Youth Services facilities. Monitors the quality and quantity of work of the Clinical Directors positions to ensure the treatment provided is evidence-based and effective. Provides clinical positions with formal clinical supervision and formal performance addition this position oversees contractors assigned to this work unit if applicable. It also assures compliance with court orders Division of Youth Services audit standards Division of Youth Services policies and procedures facility implementing procedures and the Colorado Childrens Code. This position has an oversight of the Clinical Director positions at each DYS facility to ensure consistency of their role within DYS as well as oversight of over clinical programming and individualized treatment methods being utilized at facilities. This position trains clinical positions in the appropriate consultation and referral for these services as well as ensuring appropriate use of the electronic health record.

This position clinically supervises and oversees the technical and qualitative aspects of Behavioral Health Services for the Division of Youth Services. This position provides formal clinical supervision to the assigned clinical positions and is responsible for PMP feedback and evaluation regarding job performance at the middle and end of each fiscal year. There are currently 17 detention clinical positions within DYS facilities and this number is likely to increase based on the significant needs of the population served by DYS. This position plans for and directs the professional development of the Clinical Directors trains relevant standards of policy and procedure and supervises the clinical competencies of the clinical directors. This includes reviewing supervisory notes clinical notes and documentation of treatment processes and effectiveness.

Keeps current on all legal qualitative and professional requirements related to the position. Maintains all licensure and certifications required by the position. Participates in formal and informal opportunities to improve job performance. Participates in agency team meetings clinical and assessment meetings group consultation and regional meetings as required. Serves as clinical representative to various DYS and / or community agency / stakeholder task force committees. Participates in the exchange of information collaborative program advancement and recommendations aimed at improving Behavioral Health Services.

Program Development and Communication / Training :

This position ensures the oversight and application of appropriate reliable and accurate clinical practices. Plans develops and audits procedures to assure that the Division of Youth Services standards are met interprets and applies standards to the workplace apprises supervisor of issues related to the above duties. Responsible for researching and coordinating training sessions designed to promote Behavioral Health professional job development. This position works closely with other members of the BHMS Central Office to review and update statewide assessment and treatment practices providing ongoing recommendations for evidence-based treatment practices as needed.

Leadership and Clinical Expertise and Support :

Serves as the Behavioral Health Services Manager clinical team leader to the Behavioral Health and Medical Services unit which includes membership of various committees designed to participate in the exchange of information collaborate on proposal development and collaborate regarding programming recommendations. Serves on the Behavioral Health Management Team which supports agency goal implementation and sustainability in collaboration with the other members of the team. Role models throughout the DYS community in regard to the DYS 7 Commitments and Key Strategies as well as trauma informed environments.

The Behavioral Health Services Manager plays a critical role in shaping the quality and consistency of behavioral health care across youth centers within the Division of Youth Services. By ensuring effective oversight supervision and alignment with DYS values this position directly influences the well-being and rehabilitation of detained and committed youth. The managers leadership fosters stability in clinical operations strengthens the competencies of Clinical Directors and promotes trauma-informed evidence-based practices that support positive outcomes. Through collaboration with courts youth center administration and external partners the Behavioral Health Services Manager helps create pathways for safe transitions improved treatment access and long-term success for youth. Ultimately this role contributes to a safer healthier future for Colorado communities by advancing comprehensive behavioral health services that prioritize safety security and youth development.

Minimum Qualifications :

Experience Only :

  • Eleven (11) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience :

  • A combination of related education and / or relevant experience in an occupation related to the work assigned to this position equal to eleven (11) years
  • Preferred Qualifications :

  • Masters degree or higher in psychology counseling social work or a related behavioral health field.
  • Current and valid Colorado licensure as a psychologist professional counselor clinical social worker or equivalent.
  • Management skills required for a diverse organizational structure.
  • Five or more years of experience providing clinical services in behavioral health settings.
  • Three or more years of supervisory or management experience overseeing clinical staff or programs.
  • Experience related to formal training associated with assessment and treatment of youth with juvenile justice involvement and neuropsychological impairment.
  • In-depth knowledge of state regulatory policies and procedures associated with mental health and assessment
  • Extensive knowledge of the mental health system and the juvenile justice system.
  • Relatable experience as a current or previous State of Colorado employee.
  • Conditions of Employment :

At the DYS the safety and protection of the youth who have been entrusted to us is our #1 priority. The results of the Diana Screen will be provided to the Division of Youth Services and may be used as part of the Divisions decision on whether a candidate is selected.
