Resilience Division Director
Under the direction of the Chief Operations Officer, the Resilience Division Director will play a lead role in all aspects of Resilience and Hazard Mitigation within the agency. This includes overseeing statewide comprehensive hazard mitigation and resilience planning, community capability and capacity building, grants management, and other related tasks. This position oversees the Technology Solutions Section and the Training and Exercise Section.
Typical Functions :
- Leads the coordination efforts for the State's Hazard Mitigation Plan, updating plan, ensuring meticulous attention to detail and adherence to regulatory standards.
- Assumes the role of principal project manager (of hazard mitigation related contracts) including contracts, overseeing all facets of state mitigation and resilience planning, and grant management with precision and strategic foresight, ensuring efficient allocation of resources and adherence to project timelines.
- Cultivates robust partnerships with key stakeholders and collaborators to streamline efforts and minimize redundancy in programmatic initiatives.
- Provides authoritative guidance and establish standardized processes for hazard mitigation programs, fostering consistency and effectiveness in program implementation across the organization.
- Acts as the primary representative of OEM in diverse forums, including task forces, partnerships, workshops, conferences, and other high-profile events, where the focus is on advancing resilience and mitigation strategies.
- Serves as the designated liaison for FEMA Hazard Mitigation Assistance (HMA) Programs, ensuring effective communication and collaboration between federal and state entities, and shaping policy decisions that align with organizational objectives.
- Mentors and supervises the sections within the Resilience Division, providing strategic direction and support to enable professional growth and development.
- Spearheads the development and implementation of hazard mitigation policies, leveraging insights from various stakeholders and regulatory bodies to ensure compliance and efficacy.
- Directly oversees the operations of the Resilience Division, overseeing day-to-day activities and ensuring alignment with organizational goals and priorities.
- Exercises prudent stewardship of grant funding, overseeing the management and allocation of resources to maximize impact and ensure adherence to regulatory requirements.
- Provides essential support during emergency operations and recovery operations, leveraging expertise to navigate complex challenges and ensure effective coordination of resources and response efforts.
- Oversee the technical support efforts for the 406 Public Assistance program, leveraging expertise to facilitate efficient and effective program administration.
- Travels as needed throughout the state to engage with stakeholders and coordinate hazard mitigation programs, fostering collaboration and driving progress towards shared resilience objectives.
- Performs other duties as assigned.
Education and Experience :
Bachelor's degree in public administration, environmental science, business administration, planning, engineering, or related field, master's degree preferred, and ten (10) years' work experience in metropolitan or state sector organizations, military organizations, or large-scale industrial organizations, including four (4) or more years in hazard mitigation or resilience programs, and three (3) or more years of supervisory or program management experience.
Special Requirement :
Relevant certifications such as Certified Floodplain Manager (CFM), American Institute of Certified Planners (AICP), and Certified Emergency Manager (CEM) preferred.
Knowledge, Skills, and Abilities :
Proficiency in grant programs including FEMA Hazard Mitigation Assistance programs.Strong organizational and project management skills.Excellent communication skills, both written and verbal.Ability to work effectively under pressure and meet tight deadlines.Knowledge of applicable laws, statutes, regulations, guidelines, and policies.Proficiency in MS Office and other common software and web-based systems.Physical Demands and Work Environment :
Work is typically performed in an office setting with climate-controlled settings and exposure to mild noise level. This position requires long periods of sitting and daily use of computers and telephones.
Special Requirements :
Must be able and willing to perform all job-related travel in-state and out-of-state when necessary, including overnight travel. Percentage of travel time : >
50%. Applicants must possess a valid Oklahoma Driver's license at time of appointment and be willing and able to perform all job-related travel associated with this position; have and maintain the physical and mental stamina required to perform the work and to accept the physical discomforts and / or dangers associated with the work, including work under conditions of heavy physical exertion, extreme heat, smoke or dust, and to lift and carry heavy objects; and be willing to be on call twenty-four hours a day.
