Position Summary
The Chief Operating Officer (COO) is a key executive leader responsible for the strategic oversight and operational excellence of MUSL's multi-jurisdictional lottery operations, including draw operations, game administration, system integrity, compliance, security, and cross-jurisdictional coordination.
The COO collaborates with executive leadership, member lotteries, vendors, regulators, and internal teams to ensure MUSL delivers secure, reliable, and innovative lottery operations consistent with industry best practices and organizational goals.
Key Responsibilities
Executive Operational Leadership
- Provide strategic direction and executive oversight for MUSL's operations, ensuring accuracy, security, reliability, and compliance across all multi-state lottery activities.
- Partner with the Executive Leadership Team to guide MUSL's long-term operational and organizational strategy.
- In collaboration with the Chief Executive Officer direct operational planning, resource allocation, performance management, and continuous improvement initiatives.
Gaming Operations Oversight
- Oversee all operational activities related to multi-jurisdictional lottery games, including draw execution, draw equipment oversight, RNG processes, audit compliance, settlement, and reporting.
- Ensure adherence to MUSL's internal controls and all applicable regulations across member jurisdictions.
- Direct the development, maintenance, and enhancement of operational policies, procedures, and quality assurance processes.
Systems Integrity, Audit & Compliance
- Work closely with Security and Systems Development teams to ensure robust operational performance of gaming systems.
- Oversee operational components of certifications, audits, testing cycles, and major system releases.
- Lead operational risk mitigation, incident response planning, and continuity preparedness.
Member Lottery & Vendor Relations
- Serve as executive liaison for operational and marketing matters with MUSL member lotteries, ensuring transparency, collaboration, and high service levels.
- Oversee vendor performance, contract compliance, and negotiations for operational services, marketing support, and technology solutions.
- Cultivate strong working relationships with auditors, regulators, and external partners.
Marketing & Communications Support
- Support MUSL's Marketing and Communications departments, including brand stewardship, messaging strategy, public relations, and digital communications.
- Ensure marketing efforts support MUSL's mission while reinforcing MUSL's role as a trusted industry partner to member lotteries.
- Collaborate with member lotteries to support marketing initiatives related to multi-jurisdictional games, ensuring accuracy, consistency, and compliance.
- Guide long-term brand strategy, public engagement, and visibility efforts while ensuring alignment with operational priorities and organizational goals.
Leadership & Organizational Development
- Lead high-performing teams across operations, marketing, communications, QA, and cross-functional coordination.
- Foster a culture rooted in integrity, innovation, accountability, and continuous improvement.
- Provide coaching, workforce planning, training, and leadership development for staff supporting MUSL's mission-critical operational functions.
Qualifications
- Bachelor's degree in Business Administration, Operations Management, Information Systems, Marketing, Communications, or a related field; Master's degree preferred.
- 10+ years of progressive leadership experience in operations, marketing, or a related discipline, ideally within a lottery, gaming, highly regulated, or government environment.
- Proven experience in executive decision-making, organizational management, and cross-functional leadership.
- Strong understanding of operational controls, risk management, regulatory compliance, and audit frameworks.
- Experience collaborating with multi-jurisdictional partners or governmental bodies.
- Exceptional communication, strategic planning, and relationship-building skills.
- Commitment to operational integrity, transparency, and public trust.

Estimated Salary Range: $225,000 to $275,000
The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and other relevant factors.
