Empire Justice Center, a diverse and highly respected statewide legal services organization, seeks a Housing Counseling Program Manager for our Homeowner Protection Program within our Consumer, Finance, and Housing practice group. Position Summary

Empire Justice Center is pleased to announce an opening for a Housing Counseling Program Manager for our Homeowner Protection Program within our Consumer, Finance, and Housing practice group. This position will manage HOPP housing counseling grantees' contracts, budgets, and deliverables, and support housing counseling grantees under HOPP by building and fostering relationships, grant management, identifying and delivering training and technical assistance, and engaging in organizational policy analysis.

Salary

The referenced pay range represents this job's estimated minimum and maximum compensation. Individual annual salaries / hourly rates will be set within the job's compensation range and will be determined by considering factors including, but not limited to, education, experience, qualifications, expertise of the individual, market data, and internal equity considerations.

The salary range for this position is $40,000 to $54,080 per year.

    Requirements

    Essential Duties and Responsibilities

  • Travel to and work in the Albany or Rochester - Telesca Center office is required to meet client and organizational needs.
  • o This position is eligible for a hybrid work request under the organizational policy.

  • Review periodic reports from housing counseling grantees, identify trends, communicate necessary information to grantees regarding discrepancies in financial reports, and provide analysis of reports to the program lead.
  • Review housing counseling grantee budgets and scopes of services, including analysis and recommendation for approval to the program lead, and assist grantees with deliverable deficiencies in the creation of action plans.
  • Provide technical assistance regarding invoicing and all grant administration to housing counseling grantees.
  • Provide and coordinate technical assistance to housing counseling grantees.
  • Remain current on relevant state and federal housing policy, lender and servicer programs and requirements, etc., and communicate pertinent information to housing counseling grantees.
  • Identify needs, appropriate trainers, coordinate delivery and tracking of training for housing counseling grantees, and coordinate with advocates in NYC to provide statewide training.
  • Work with the relevant Empire Justice staff to schedule and coordinate necessary tech or IT for training.
  • Assist in RFP process, including review of applications, scoring, and other needed tasks.
  • Build and foster relationships with housing counseling grantees.
  • Facilitate and participate in statewide and regional regular meetings.
  • Coordinate and facilitate monthly statewide regional calls for housing counselors.
  • Work with grantees, officials, communities, regional non-profits, and others to identify and address systemic issues relating to homeownership.
  • Identify issues and trends, strategize, and develop legislation and policy recommendations related to homeownership.
  • Build and maintain relationships with state and national experts in housing, housing counseling, and foreclosure prevention.
  • Represent the needs of the housing counseling community.
  • Work with the Anchor Partner team and grantees to identify systemic issues relating to homeownership.
  • Work on policy analysis and legislative initiatives.
  • Must demonstrate high comfort and commitment to working with disadvantaged and disabled clientele.
  • Please note that all positions will supervise other practice group members if needed.
  • Due to limited resources, all staff are expected to perform administrative and other support-related duties to serve our clients and fulfill our mission as a non-profit legal services organization.

  • Minimum Qualifications (Knowledge, Skills, and Abilities)

  • At least 3 years of housing counseling experience.
  • Must have a HUD Housing Counseling Certification.
  • Proficiency in the use of Microsoft Office Suite (Outlook, Word, Excel, SharePoint, PowerPoint), and ability to learn other applications quickly.
  • Practice effective time management and demonstrate an ability to meet deadlines.
  • Must demonstrate strong communication skills, including proficiency in technology that facilitates the delivery of communication, documents, and other materials.
  • Must demonstrate excellent skills in document and form creation, report writing, pulling reports, and word processing.
  • Excellent grammar, spelling, and punctuation skills.
  • Strong organizational skills and adept at managing multiple priorities.
  • Experience working collaboratively and effectively with other team members.
  • Must have the ability to work independently and effectively in a fast-paced, dynamic organization and have a hybrid capacity.
  • Experience in and commitment to working with marginalized communities.
  • Ability to work independently and as part of a team.
