Budget Analyst (Finance)

Salary : $41.38 - $53.62 Hourly

Position Summary :

This position is responsible for developing and maintaining policies and procedures related to grant reporting and budgeting. This position is responsible for advanced professional work involved in planning, organizing, managing, and directing a county wide system of budget management in accordance with organization policies, accounting regulations, and applicable laws. Information prepared and reviewed by this position is used by department heads, senior management, and policy makers as a basis for long and short term management decisions.

Supervision :

This position has no direct supervisory reports, but does indirectly provide daily oversight of work performed by accounting staff of all departments for all budgetary entries and specified department grant reviews.

Schedule :

Days : Monday - Friday

Work Hours : 8 : 00 am to 4 : 30 pm

Essential Duties and Responsibilities :

This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned.

Coordinate annual countywide budget process, including the budget calendar, annual budget projection, documentation, distribution, levy calculations, and adherence to budget state statutes.

Review countywide capital improvement project submissions and maintain the CIP database throughout the annual budget process.

Review monthly budget department reports and report any concerns to Comptroller and Finance Director.

Direct countywide budget documentation, budget amendments, position costings, and carryforwards.

Review, assist, and evaluate departmental budget submissions and submit results to administration for consideration.

Propose alternatives to departmental submissions as requested by administration.

Prepare the preliminary and adopted budget book document and budget-in-brief according to requirements and best practices and coordinate sections of budget book completed by other financial staff.

Prepare tax apportionment and annual levy calculations for state submission.

Produce annual countywide indirect cost plan workpapers as required by the vendor preparing the plan.

Develop and maintain financial internal processes, administrative policies, internal controls, financial analytical tools and reports, county financial ordinances, and resolutions that ensure accurate countywide budgeting, as well as grant reporting compliance.

Prepare the Scheduled of Federal and State Awards including reconciling and reviewing all County department grant reconciliations, state payments register, and reviewing all deferrals and accruals in coordination with the external financial auditors and in compliance with State and Federal requirements.

Review and recommend changes to improve reporting, identify cost savings, ensure internal controls effectiveness and efficiency of operations, and maximize revenues.

Maintain an understanding of all union contracts, management contracts, and ordinances related to payroll to assist and review the Finance Manager-Financial System's preparation of the annual payroll wage and benefits budget.

Work in conjunction with Financial Systems Administrator and Comptroller to ensure controls over the county wide financial / general ledger system, grant, and budget software modules.

Seasonal rotation with Finance Manager-Reporting to review, train, and assist assigned departments with grant reporting, including review of reporting for financial reports submitted to outside agencies.

Seasonal rotation with Finance Manager-Reporting to review the financial analysis related to rate establishments for various billable portions of grant programs, insurance funds, or other assigned county functions.

Special projects as assigned.

Demonstrate a commitment to county safety and risk management efforts.

Qualifications :

Education and / or Experience :

Bachelors degree in finance, accounting or related field or formal preparation equivalent to a four-year program.

Four to five years of relevant prior experience.

Knowledge of budget, reporting for grants, and governmental accounting preferred.

Knowledge of federal, state, and local laws, codes, regulations, standards, and generally accepted accounting principles relating to county or other governmental entity services.

Comprehensive knowledge of computer system capabilities as they apply to financial management.

Ability to utilize word processing, database and spreadsheet programs.

Ability to plan, organize, and effectively present ideas, concepts, and recommendations.

Ability to coordinate, direct, and empower staff.

Ability to develop and administer policies and procedures.

Ability to establish and maintain effective working relationships with employees at all levels within the county, elected officials, and public.

Ability to communicate effectively, both verbally and in writing.

Interactions and Communications :

Required to actively persuade and / or direct others toward the achievement of expected outcomes. Strong written, verbal and interpersonal skills required.

Decision Making :

This position has authority to make decisions by interpreting and applying department policies and practices with general managerial direction as needed. These decisions directly impact performance at the department-wide level and decision making requires a close collaboration of all those involved in the decision making process.

Thinking and Problem Solving :

In relation to established procedures, protocols and policies of the county, challenges and problems occurring in this position must be addressed within broader, department-wide procedures and practices. Strong financial and analytical skills are required.

EMPLOYMENT STATUS : All employees of Walworth County are at-will employees. Special provisions and a list of positions subject to employment contracts are contained in Section 15-6 (f) of the Walworth County Code of Ordinances.

BASIS OF PAYMENT : Salaried, FLSA Exempt. You are not eligible for overtime or compensatory time. You are required to account for all time absent from your regular work schedule.

SCHEDULED TIME OFF : Accrued based on salary each pay period. All accrued scheduled time off hours are available for use, subject to approval of your supervisor. You accrue scheduled time off (pro-rated for part-time) equivalent to the following :

15 days per year after 1 year of Walworth County Service

20 days per year after 5 years of Walworth County Service

25 days per year after 15 years of Walworth County Service
