Job Summary
The Director of Wellstar's Rural Health Access Program serves as the leader of Wellstar's Rural Health Access Program. This role is responsible for program development, implementation, oversight, forward movement and growth of Wellstar's Rural Health Access Program and consortium partners throughout Burke, Emanuel, Glascock, Jefferson, Jenkins, Johnson, McDuffie, Warren and Washington counties. The goal of bringing the Rural Health Access Program to these counties is to reduce the alarming rate of maternal mortality and morbidity, more specifically, the disparity between the high rates of Black to white mortality by using a comprehensive, coordinated and integrated strategic approach that addresses upstream factors associated with social determinants of health - creating an ecosystem of care around each pregnant woman, child, and their families to ensure access to high quality healthcare and social services support. This Director will be responsible for ensuring this ecosystem of care is efficient, effective, and impactful for families in these communities.
Core Responsibilities and Essential Functions
1. Program Leadership / Grant Oversight : a. Provide visionary leadership to guide the development, implementation, and growth of Wellstar's Rural Health Access Program. b. Develop and execute strategic plans to achieve program goals and objectives, with a focus on reducing maternal mortality and morbidity disparities. c. Provides leadership, guidance, and technical assistance to contracted providers to achieve contractual compliance and to improve administrative and programmatic competence. d. Assists in planning, coordinating, and directing the work of invested stakeholders and project partners as required by the grant implementation. e. Develops and maintains reciprocal relationships among partners, invested community stakeholders, community members, and subcontractors. f. Promotes health and racial equity while organizing for social policy change, focusing on the trust, cohesion, and commitment of project partners. g. Develops, interprets, and explains policy regulations and operating procedures. h. Manage the HRSA-25-038 Grant, ensuring compliance with grant requirements and maximizing grant resources for program effectiveness. i. Maintains all aspects of service delivery of the grant. j. Develops and ensures compliance with HRSA reporting requirements.
2. Stakeholder Engagement / Consortium Partnership : a. Build and maintain relationships with key stakeholders, including community organizations, healthcare providers, government agencies, and advocacy groups. b. Assists in planning, coordinating, and directing the work of invested stakeholders and project partners as required by the grant implementation. c. Collaborate with consortium partners to ensure alignment and synergy in program efforts across Troup, Butts, and Spalding counties.
3. Program Evaluation : a. Establish mechanisms for ongoing program evaluation and data analysis to measure impact and identify areas for improvement. b. Generates detailed grant related reports based on requirements of the HRSA. c. Maintains grant related data in hard copy and electronic formats using computer-based software applications to generate documents and reports d. Implement continuous quality improvement processes to enhance program outcomes and effectiveness.
4. Resource Management & Staff Supervision : a. Oversee program budgeting, financial management, and resource allocation to ensure efficient and effective use of resources. b. Provide leadership and supervision to program staff, including recruitment, training, performance management, and professional development. c. Contract management of subcontractor agreements. d. Shared leadership responsibility for primary CNM, Healthy Start Analyst and Case Coordinators providing service to program participants.
5. Public Awareness / Community Engagement : a. Promote public awareness of Wellstar's Rural Health Access Program and its impact on maternal and child health within the community. b. Organize to build accountable relationships with community members. c. Facilitates the coordination of various training, community outreach, and engagement activities.

Required Minimum Education
Bachelors required.
Required Minimum Experience
Minimum 3 years Professional experience in the non-profit sector required.
Minimum 3 years Experience and working knowledge of program and contract management and oversight required.
Minimum 3 years Experience working with racially diverse communities, organizations, and agencies required.
Required Minimum Skills
Proficient computer skills with Microsoft Office including Microsoft Word, Excel, PowerPoint, Outlook, and strong ability to manage email.
Ability to analyze, organize, and prioritize work while meeting multiple deadlines.
Strong interpersonal, collaborative skills along with customer service skills required.
Collaborates in the proper documentation, tracking and organization of program data, including outreach.
