As the Lead Test & Evaluation Engineer (Submarine), you will be on a dynamic team providing technical, programmatic and technical support the Construction Branch of the VIRGINIA Class Submarine Program Office (PMS450) and the U.S. Navy's Team Submarine Program Offices at the Washington Navy Yard in Washington, DC! Bring your expertise and collaborative skills to make an impact on our military defense and safety of our sailors and contribute and influence the Navy's future, premier attack submarine.

PMS450 is the acquisition program office for the New Construction of Attack Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy's newest class of nuclear attack submarines. PMS450 is responsible for developing and deploying a more affordable, nuclear-powered attack submarine with multi-mission capability and enhanced capabilities for performance in littoral areas. VIRGINIA Class submarines support five of the six Navy core maritime capabilities : Deterrence, Maritime Security, Sea Control, Forward Presence, and Power Projection.

In this role, you will :

\n

  • Support the management and execution of technical and design requirements for new and ongoing submarine shipbuilding programs

\n

  • Plan and coordinate test & evaluation events for the new construction submarines.
  • \n

  • Provide expert-level guidance to various teams regarding program management processes, coordinating schedules between project teams, supporting cost assessments, identifying / managing risk, and developing post-delivery operational plans.
  • \n

  • Coordinate with Fleet at ISIC and TYCOM level to ensure appropriate priority is afforded to Program Office needs in operational scheduling
  • \n

  • Coordinate with NUWC and NSWC trial leads to ensure test teams can support planned schedules
  • \n

  • Facilitate completion of Verification, Validation and Accreditation (VV&A) of Models and Simulations used in support of evaluating performance of VIRGINIA Class units
  • \n

  • Facilitate Test and Evaluation (T&E) WIPTs and Target / Threat Validation (TTV) IPTs for PMS 450 since IOT&E of USS VIRGINIA
  • \n

  • Use standard Microsoft Office tools to create briefs, write letters, or build spreadsheets to communicate necessary points, promulgate decisions, or analyze and present data.
  • \n \n

    Qualifications

    To be successful in this role, you will have :

    \n

  • An active or current DoD Secret clearance.
  • \n

  • US Citizenship.
  • \n

  • Bachelor's of Science Degree in Electrical Engineering, Computer Engineering, Mechanical Engineering, Physics or related field.
  • \n

  • An Associate's Degree and 2 years of additional experience will be considered in lieu of Bachelor's Degree or a High School Diploma / GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.
  • \n

  • 8 years of experience.
  • \n

  • Experience working in a multi-disciplinary team consisting of systems engineers, electrical and electronics engineers, acquisition professionals, and logistics and sustainment professionals to achieve program outcomes.
  • \n

  • Experience supporting a submarine acquisition program.
  • \n

  • Knowledge of submarine construction process and test program, knowledge of naval ships / submarines, ship systems, or subsystems.
  • \n

  • Strong quantitative, analytical, and conceptual thinking skills.
  • \n

  • Expert in Excel, Word, and Powerpoint skills; Proficient in Access.
  • \n

  • Strong skills as a oral communicator, competent writer and editor.
  • \n

  • Strong project management skills and should be capable of working independently and in a team environment.
  • \n

  • Ability to facilitate and coordinate efforts with key government and non-government stakeholders.
  • \n

  • Ability to work with minimal supervision.
  • \n

  • Ability to work well within a time sensitive environment.
  • \n

  • Ability to learn and grow individually, while mentoring junior team members effectively, building team cohesion and capacity
  • \n

  • Ability to be flexible both in relation to job-specification and schedules.
  • \n

  • Demonstrate the ability to interact with senior management on complex technical issues
  • \n

  • Ability to work both in a team environment and independently, and often under short, multiple deadlines.
  • \n

  • Ability to be a team player, work well with others and contribute positively to work / team environment while continually seeking ways to enhance contribution to the team.
  • \n

  • Ability to travel up to 25% of the time and some travel outside the DC area may be required.
  • \n \n

    Additional desired experience and skills :

    \n

  • Experience working in DoD or DoN environments is preferred.
  • \n

  • Recent experience in Team Submarine.
  • \n

  • Active-Duty Experience in the submarine service.
  • \n

  • 10 years of test and evaluation experience.
  • \n

  • Integrated Evaluation Framework, Test and Evaluation Master
  • \n

  • 10 years of Test planning, coordination, execution, data collection, analysis, and report generation.
  • \n

  • 10 years test and evaluation project lead experience for major defense acquisition programs.
  • \n

  • Test & evaluation experience supporting submarine, surface, and ballistic missile defense programs.
  • \n

  • Active NNPI account and CAC
  • \n

  • 10 years of experience with Navy acquisition and Submarine Programs.
  • \n

  • Experience leading a project and interfacing with an end item customer.
  • \n

  • Knowledge of Program Management, including the acquisition process, the budgeting process and Navy program execution.
