Summary

You will serve as a Section Head in Shop 11 (Code 920) of PEARL HARBOR NSY AND IMF.

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

Duties

  • You will supervise the day-to-day work operations of several work groups in the trades.

\n

  • You will provide instructions and training to subordinate supervisors in directing work of a new or unusual nature, answer questions, and assist Supervisors in resolving problems encountered.
  • \n

  • You will plan and organize operations of the work groups and receive and review work assignments from the supervisor or directly from the shop planning section.
  • \n

  • You will resolve grievances referred by subordinate supervisors and improve morale and productivity of the work groups.
  • \n

  • You will consult and coordinate plans with planning personnel regarding unusual technical details and with supervisors of other units to sequence and coordinate work to eliminate interferences on important jobs.
  • \n

  • You will provide decisions on priorities and scheduling details when not established and on any other matters within own authority requested by subordinates.

  • You will be required to successfully complete a pre-appointment physical examination.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • \n

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • \n

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • \n

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • \n \n

    Qualifications

    Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time.

    This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is : ABILITY TO SUPERVISE THROUGH SUBORDINATE SUPERVISORS.

    This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and / or unusual duty hours may be required.

    This position requires exposure to high noise levels.

    Temporary promotions may be extended up to 5 years at the discretion of management and in accordance with applicable regulations.

    Temporary actions taken under this announcement may be made permanent without further competition.

    Temporary actions taken under this announcement may be terminated at any time before the established not-to-exceed date.

    PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
