PAY RATE : $31.04 / HR. + DOQ

POSITION SUMMARY :

Under general supervision, the incumbent must exercise reasonable initiates and independent judgment in ensuring that timely, efficient, and effective services are provided to departments, selecting work methods, and performing assigned tasks. Work is reviewed through oral and written reports, discussion, and results obtained. This position will be responsible for performing technical work in the inspection of a variety of utility facilities construction to ensure compliance with legal regulations, City’s Standards, and construction plans / specifications. Work emphasis is upon inspecting work completed by contractors. Reports to Utilities Engineering Manager within the Utilities department.

ESSENTIAL DUTIES AND RESPONSIBILITIES : The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

This position interacts with engineers and contractor representatives to ensure standards are met. Ensures that required testing is performed. Prepares daily reports of construction activity. Investigates citizen complaints as relating to utility construction. Prepares correspondence relating to projects (letters, punch lists, etc.). Tabulates and verifies contractual quantities installed for payment to contractor. Position interacts with the public, contractors, city administrators, engineers, other construction inspectors and field personnel to ensure the proper coordination, preparation, performance, and completion of assigned duties. Performs related work as required.

  • Inspects infrastructure, maintenance, developer and capital improvement projects to ensure compliance with regulations, City’s standards, approved drawings and technical specifications.
  • Responsible for enforcement of the approved construction standards and technical specifications. Recognizes deviations to field conditions and brings them to the attention of the supervisor.
  • Recognizes potential problems and violations, discusses necessary modifications / changes and ensures corrective measures are carried out.
  • Must have experience and thorough understanding of construction design drawings, engineering technical specifications and construction documents.
  • Inspects projects for quality of work, proper applicant / contractor credentials / licenses, and proper use and application of materials, mechanical and specialized equipment.
  • Reviews plans, specifications, diagrams, and related data prior to, during, and upon project completion to establish compliance with regulations and approved construction plans.
  • Review contract submittals concerning materials and confirms materials delivered to the job site conform to City’s standards and approved submittals.
  • Consults / discusses with contractors, department administrators, field personnel, engineers, design personnel, project managers and regulatory agencies for the purpose of coordinating sequencing of project tasks, establishing compliance, providing / exchanging information concerning project(s) and necessary modifications.
  • Keeps daily records, which include installed quantities, field problems or changes, valve locations equipment being used, records and maintains record information on project drawings, creates punch lists, and as-built construction drawings from initiation to completion.
  • Manages e-mails, voicemails, and daily tasks effectively, reprioritizing as necessary to meet project deadlines.
  • Receives and investigates complaints from the public, performs inspections, and provides oral and / or written response concerning problems encountered and necessary corrective actions.
  • Coordinate with Operations and Maintenance personnel on utility shutdowns and line stops.
  • Assists project managers and design professionals during the development of plans and specifications through field research and verification.
  • Utilize Global positioning System (GPS) equipment or tablet to determine coordinates or locations of valves, fittings, and other utility features.
  • Coordinates and oversees testing procedures. Keeps detailed records of testing for certification of utilities.
  • Reviews and observes traffic control procedures at work sites for hazardous conditions and to ascertain compliance with established safety practices; identifies and reports deficiencies requiring correction and provides recommendation for improvements where indicated.
  • Recognize problems / violations, and updates project information / documentation.
  • Assesses and evaluates the coordination of project materials, equipment, labor needs, and time requirements.
  • Reviews project expenditures and invoices as needed.
  • Attends, schedules, and participates in various job- and project-related meetings.
  • Ascertains and applies developments and trends in engineering technology, operating techniques, procedures, and regulatory requirements.
  • Maintains assigned vehicle in accordance with municipal policy and procedures.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES :

  • Ability to incorporate and employ on a continuous basis : initiate change, creativity, collaboration, pride and accountability.
  • Knowledge of the principles, methods, materials and equipment common to the construction industry as it relates to the construction of public utilities including water and wastewater.
  • Knowledge of applicable legal and administrative regulations pertaining to the same.
  • Knowledge of the basic principles of utilities engineering as they relate to Utilities construction.
  • Knowledge of Florida Department of Environmental Protection (FDEP), FDOT, and local permitting agency’s regulations and policies.
  • Knowledge and understanding in mathematics, including algebra and trigonometry.
  • Knowledge of current AWWA Standards and Ten State Standards for water and wastewater utility installation and testing.
  • Ability to utilize laptop computers, tablets and Geographic Information System (GIS) maps / databases in the field for utility locations, system analysis, and data entry.
  • Ability to establish and maintain effective working relationships with contractors, permitting agencies, other employees, and the general public.
  • Ability to read and interpret blueprints, plans and specifications applicable to utility works construction.
  • Ability to understand the occupational hazards, follow standard safety precautions including adherence to safety rules and utilize related safety devices.
  • Ability to make detailed and technical inspections, and to enforce regulations.
  • Ability to understand, and work from oral and written instructions.
  • EDUCATION AND EXPERIENCE :

  • High School diploma / GED
  • State of Florida Water Distribution Operator and / or Wastewater Collection Operator certification is desirable.
  • Candidates must meet at least one of the following experiences :
  • Minimum of seven (7) years of progressively responsible experience in public works (water and sewer utilities), site development, construction materials testing, maintenance and / or repair.
  • Five (5) years inspector experience with a utility, construction company or engineering firm in construction and / or design of utilities including water and sewer.
  • Associate degree in Engineering, Construction, or Environment plus minimum of Four (4) years experience in site construction, public works construction management; or an equivalent combination of education, training, and experience.
  • CERTIFICATES AND LICENSES :

  • Must possess and maintain a valid Florida driver's license and must be insurable by the City’s current insurance provider.
  • National Incident Management System (NIMS) training will be required according to the job duties and responsibilities within one (1) year of employment.
  • Must be able to obtain Florida Maintenance of Traffic (MOT) Certification within one (1) year of hire.
