Administrative Analyst II

The Administrative Analyst II is the journey level class in the Administrative Analyst series in which incumbents are expected to perform the full scope of assigned analytical duties. This position will perform responsible professional administrative support to the City Manager's Office and City Council, including, but not limited to, conducting analytical studies of administrative and operational issues, direction and / or coordination of administrative operations; managing and coordinating complex and sensitive special projects. The position receives direction from the City Manager or designee and may exercise direct supervision over subordinate professional, technical or clerical staff. Work may require travel, attendance at meetings, and occasional irregular hours, including early morning and evening meetings.

The ideal candidate is a customer service-oriented team player with experience in local government operations, who can work independently in the absence of supervision. The successful candidate will have demonstrated experience providing high-level administrative and analytical support managing special project assignments. This position requires experience planning and coordinating highly visible public events, such as the Contra Costa County Mayors' Conference, community receptions (e.g. Volunteer Appreciation event), ribbon-cutting ceremonies, and community festivals (e.g. Light Up the Night holiday event). The ideal candidate will also have experience overseeing and coordinating commission and board appointments for the City Council and may serve as a staff liaison to a commission.

Preferred qualifications include experience serving as a Deputy City Clerk; social media management, such as Instagram, X, and Facebook; drafting articles for the City newsletter; supporting Economic Development, such as conducting research and analysis for special projects; conducting outreach to local businesses; assisting business owners with City processes and grant funding opportunities; and representing the City at local and regional agency meetings, workshops, and events.

Candidates must demonstrate strong writing and English usage skills, Microsoft Office 365, and possess interpersonal skills and the self-confidence to work with elected officials, executive management, consultants, business and community leaders.

Examples of duties :

  • Manage and coordinate assigned projects from inception to completion; monitor progress according to established timelines and objectives and prepare status reports. Participate in budget development and implementation.
  • Administer and monitor a variety of contractual services; review and participate in the finalization of contracts / agreements; monitor timelines, progress and quality of performance and act as liaison between the contractor / consultant.
  • Conduct studies or organizational and administrative issues; review and analyze processes, procedures, and work methods; analyze legislation; develop funding proposals, policy alternatives, and strategies; prepare and present reports and recommendations.
  • Provide staff support to departmental management; coordinate projects; provide analytical support for financial, operational and organizational issues; communicate data and information to other departments as well as outside agencies and the community.
  • Exercise operational authority over assigned projects, services, and administrative operations; maintain financial and administrative processes and records; develop recommendations for establishing and / or modifying policies and procedures.
  • Act as a resource to inquiries and concerns regarding assigned area of expertise; monitor and control assigned customer service and community outreach functions; act as liaison between department and outside organizations, citizens or consultants.
  • Establish and maintain positive working relationships with representatives of community organizations, state and local agencies and associations, city management, staff and the general public.
  • Perform related duties as assigned.

Typical qualifications :

  • Knowledge of : Principles, methods, and trends of public and business administration, including organization, and research methodology, budget development and implementation.
  • Ability to : Apply specialized knowledge of assigned work unit in the research, analyses, and administrative tasks.
  • Must have the ability to plan, organize and implement assigned projects from inception to completion, including the ability to develop and present oral and written presentations.
  • Handle difficult situations with tact and diplomacy.
  • Articulate concepts, analyze, evaluate and make recommendations for public information, marketing and community relations programs.
  • Communicate clearly and concisely, orally and in writing.
  • Education & Experience :

  • Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :
  • Experience : Must have three (3) years of progressively responsible administrative and analytical experience preferably in a municipal government setting at the Analyst I level. Supervisory experience is desired.
  • Education : Graduation from an accredited four-year college or university with major coursework in public administration, business administration or related field.
  • Salary & Benefits :

  • Salary : $8,535 - $11,336. Placement in range depends on qualifications.
  • Health / Medical Benefit : Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. In lieu of medical coverage, the employee may elect to receive $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.
  • Dental & Vision : City-paid for employee and eligible dependents.
  • CalPERS Retirement : Enrollment in either 2% @ 60 (Classic Member) or 2% @ 62 (PEPRA New Member).
  • MissionSquare 457 Deferred Compensation & Roth IRA Plans : Voluntary plans available.
  • Retirement Health Savings Plan : City contributes $75 / month.
  • Life Insurance : City provided life insurance coverage ($50,000).
  • Long Term Disability : City-paid long-term disability coverage.
  • Medicare : Employees contribute 1.45% to Medicare with employer match.
  • Flexible Spending Account (Section 125 Plan) : Dependent care and out-of-pocket medical costs may be paid on a pre-tax basis.

  • Vacation : Earned at the rate of 12 days per year, increasing with service years.
  • Personal Leave : One day per year to take off as a personal leave day.
  • Telework : The City offers up to two days of remote work per week, upon approval of Supervisor and City Manager.

    The most qualified candidates will be invited for an oral board interview, based on background and experience as evidenced by their application. A written test may be administered. To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.

    Employment offers are contingent upon successful completion of a pre-employment physical exam and background check, including fingerprinting.
