Overview

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a VISUAL INFORMATION SPECIALIST (TITLE 32), Position Description Number D159000 and is part of the NCNG PAO, National Guard (JFHQ- PAO / MD 1224 / 055) .

POSITION MAY BE SUBJECT TO NIGHT SHIFT WORK ADDITIONAL TO WEEKENDS.

Duties

As a VISUAL INFORMATION SPECIALIST, GS-1084-11 , you will plan and administer the state's VI program; oversee the development of immediate and long-term plans; develop policies, directives, and standard operating procedures (SOP); manage the state’s VI architecture, ensuring all changes are properly documented; maintain liaison with Department of Army, Department of Air Force, National Guard Bureau (NGB), federal and state agencies, business leaders, joint staff and operational personnel to ensure efficient VI operations.

Forecast and execute the state’s VI budget, including procurement of equipment and supplies; coordinate activities related to the full range of VI products and services (still photography, graphics, presentation services, VI equipment and product loan, video / audio production, video teleconferencing, closed circuit television, master antenna and cable TV); coordinate with outside agencies / contractors on research, procurement, and installation of contract services.

Direct design of unique projects from inception to completion using multimedia technologies; assess materials; select appropriate visual media to convey messages; manage production of electronic and printed materials (slides, newsletters, pamphlets, web pages, posters, leaflets); oversee page layouts with line art, photographs, graphs and other graphics.

Provide VI products, services, consultation, facilities and equipment support to functional areas (command and control, training, logistics, medical, personnel, special operations, engineering, public affairs); manage the state’s Visual Information Support Center; train and coordinate equipment usage; manage stock videos, audio, graphics, slides, and clip art libraries; maintain the state’s defense visual information activity number (DVIAN) account; coordinate VI usage logs and required reports.

Manage installation, setup, and technical support of the state's Distributed Training Technology (DTT) / Distance Learning Network (DLN); serve on the state DTT / DLN Advisory Board. Plan, design, develop, test, implement, and manage Internet, Intranet, and Extranet activities; develop interactive web pages and ensure accessibility and copyright compliance; work with databases to create interactive web applications; provide technical advice for data transmission to web pages.

Performs other duties as assigned.

  • This is an excepted service position requiring membership in a compatible military assignment in the employing state's National Guard, prior to placement.

  • Applicants not currently in the National Guard must be eligible for immediate membership and employment in the National Guard in the listed military grade.

  • Federal employment suitability as determined by a background investigation.
  • Participation in direct deposit is mandatory.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved by the TAG.
  • You may be required to complete a 1- or 2-year probation / trial period.

Qualifications

Military Grades : Enlisted (E7 to E8) or Officer (2LT to MAJ).

Minimum Requirements : Experience, education, or training in visual design; ability to present information visually; experience using computer and automation systems.

Specialized Experience : (Must have at least 36 months) knowledge of visual information and communication, principles of visual design, forecasting appropriate visual media, consulting with officials on concepts and visual direction, and experience in the actual type of work for which applying. Includes planning and preparing visual materials (photos, illustrations, diagrams, maps, slides, etc.).

Education : Undergraduate and graduate study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or related fields. Some positions may require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in related fields is creditable as general experience.
