Job description

Supervisory Accountant

You will serve as a SUPERVISORY ACCOUNTANT in the Comptroller Department (N8), Accounting / Financial Execution (N82), Accounting (N821) of MILITARY SEALIFT COMMAND. Responsibilities include developing, formulating, and establishing effective accounting policies and procedures for Military Sealift Command (MSC) worldwide. You will provide executive leadership and oversight to ensure the accuracy of MSC's monthly, quarterly, and annual financial statements for Navy and US Transportation Command (TRANSCOM). You will resolve controversial accounting issues and ensure the accuracy and timeliness of financial reports of financial results and resultant reports inclusive of all data on the Statement of Budgetary Resources, Net Operating Reports (NOR). You will ensure substantial compliance with the Financial Integrity Act, and the Chief Financial Officer's Act.

Requirements include in addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : Experience assisting in the formulation and establishment of long-range and short-range plans for financial management systems and operations to ensure a logical and efficient framework for Military Sealift Command (MSC) on a worldwide basis. Experience serving as a key advisor and providing leadership and management on financial management matters including accounting operations and analysis, financial systems, asset management, receipts, and CFO compliancy. Experience implementing contract law and procurement procedures as well as official accounting reports for a Working Capital Fund. Experience developing strategy and implementing plans for achievement of auditable financial statements as required by the Chief Financial Officers' Act of 1990 and for maintaining this compliancy for successive periods. Experience analyzing budgetary and proprietary account balances, identifying data files and reconciling them to trail balance or financial statement account balances; identifying or correcting abnormal balances; performing extensive research and determining the precise action necessary to effect reconciliation and adjusting errors, discrepancies or changes in accounting treatment; and reconciling general ledgers to subsidiaries for each line item.

Education requirements include a degree in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience : at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following : Twenty-four semester hours in accounting or auditing courses; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, but that does not fully satisfy the 24-semester-hour requirement.
