Utility Supervisor

The City of Coronado is seeking qualified candidates for the position of Utility Supervisor in the Wastewater-Storm Water Division of the Public Services and Engineering Department. Under direction, to supervise, lead, oversee and participate in the more complex and difficult work of staff responsible for performing skilled and technical maintenance duties in the operation and repair of mechanical equipment at wastewater and stormwater pumping facilities; to ensure work quality and adherence to work standards and established policies and procedures; and to perform the more technical and complex of tasks.

The mission of the Public Services and Engineering Department is to maintain the City's physical infrastructure and provide the highest level of cost-effective maintenance for the City's beaches, facilities, parks, sanitary sewer, and storm drain systems, and rights of way, while protecting the public's health and safety. The Wastewater-Storm Water Division is responsible for the maintenance of 18 varying sized pump and lift stations, 11 nuisance flow diverter stations, 45 miles of sewer and 8 miles of storm collection systems. Coronado maintains the collection systems with two combination hydro-jetter vehicles and CCTV vehicle & equipment.

Under general direction, to supervise, and coordinate the activities and operations of an assigned utilities division within the Public Services Department; functional areas may include wastewater, storm drain, street sweeping operations and related regulatory compliance programs and activities; to coordinate assigned activities with other divisions, departments and outside agencies; and to provide highly responsible and complex administrative support to the Utility Manager.

The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and / or may perform similar related tasks not listed here :

  • Assume supervisory responsibility for the services and activities of the utilities division within the Public Services and Engineering Department; functional areas may include wastewater, storm drain, street sweeping maintenance, and related regulatory, environmental, and compliance activities and programs.
  • Supervise and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend appropriate service and staffing levels within departmental policy.
  • Plan, supervise, assign, review and evaluate the work of staff; assign work activities, projects, and programs; review and evaluate work products, methods, safety practices and procedures; and meet with staff to identify and resolve problems.
  • Conduct inspections, coordinates, and participates in the daily operation and maintenance of the wastewater and storm drain pump stations, including general maintenance, cleaning, and repairs to the City's sewer system, storm drains, and related areas. and perform other related duties as assigned.
  • Supervise and inspect the work of crews assigned to the construction and routine maintenance of sewers, storm drains, street sweeping, and station projects, including related compliance inspections; plan and coordinate the work of crews assigned to maintenance manhole rehabilitation, sewer mainline rehabilitation and storm drain rehabilitation; determine work assignments and utilization of staff, equipment, and materials; and train staff on work methods and safety procedures.
  • Administer and coordinate contracts; attend and participate in professional group meetings; maintain a log of work activities; review and assist the division manager with purchasing materials and supplies; obtain bids for equipment.
  • Develop and maintain effective working relationships with contractors, vendors, outside agencies, the public, and City staff; confer with other professional and technical staff; coordinate work with outside agencies, contractors, and consultants; and provide sewer services and consultation to a variety of field and office personnel.
  • Supervise sewer and storm drain systems and oversee routine maintenance, including collections and pump stations; sewer maintenance; video inspection of the collection systems and inspect and maintain ditches, drainage areas, easements, and roadside shoulders, removing weeds and debris.
  • Oversee the street sweeping program, evaluate effectiveness, and suggest changes to management as needed.
  • Supervise related environmental and compliance permits, programs, and staff.
  • As required, investigate and review accidents and resulting liability issues; research and prepare written reports.
  • Participates in the selection of personnel, train, motivate, evaluates and rates assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Participate in forecasting funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; and implement adjustments.
  • Serve as the liaison for the assigned division with other divisions, departments, and outside agencies; resolve sensitive and controversial issues.
  • Provide responsible staff assistance to the Utility Manager. This should be first or combined with 21.
  • Plan, organize, assign, supervise, and review the work of assigned staff in the maintenance and operations of wastewater and storm drain collection systems, including cross connection, pretreatment, and utility markouts.
  • Attend and participate in professional group meetings; stay abreast of new trends, regulatory permits and requirements, and innovations in the field of assigned maintenance and repair work.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Review CIP's and private development improvement plans; submit suggested changes. Collaborate with Engineering for development and execution of CIP contracts.
  • Perform related duties and responsibilities as required.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :

  • Five (5) years of increasingly responsible experience in wastewater, storm drain, street sweeping, Waste Discharge Requirements and National Pollution Discharge Elimination System (NPDES) compliance, including two (2) years of administrative and supervisory responsibility.
  • Equivalent to the completion of the 12th grade supplemented by two years of college-level coursework (i.e., minimum completed California units = 60 semester / 90 quarter) from an accredited educational institution in wastewater technology, public works, public administration, engineering, or a related field.
  • Possession of a valid Class C California Driver's License with a safe driving record.
  • Possession of, or ability to obtain within 18 months of hire, a Collection System III certificate issued by the California Water Environment Association (CWEA).
  • Possession of, or ability to obtain within 18 months of hire, a Grade III Mechanical Technology Certification issued by the California Water Environment Association. This requirement may also be satisfied by having a similar certification issued by another state or by having obtained a degree in Civil Engineering.
  • Application Review Phase : A completed City of Coronado employment application and resume must be received by the Human Resources Division. Applications will be reviewed on the basis of relevant education, training, and experience.

    Examination Process : Applicants considered most qualified after the application review process will be invited to participate in an oral panel interview (100%). Additionally, applicants may be requested to undertake one or more of the following exercises written assessment, practical, or presentation - as part of the evaluation process.

    Final Interview : The top candidates will be invited to participate in a department interview with the Utilities Manager and other department personnel. Additionally, applicants may be requested to undertake one or more of the following exercises written assessment, practical, or presentation - as part of the evaluation process.

    The final candidate will be issued a conditional offer, subject to the successful completion of a background check and medical examination.

    All candidates who successfully obtain a 70% or above in each phase of the exam process will be placed on an eligibility list.
