Job Description and Duties
Under the general direction of the Director of Operations and Technology, the Human Resources and Training Manager is responsible for motivating, directing, supporting, assisting and supervising operational staff in the areas of human resources, staff development and performance, training, and policy development. This position also performs the more complex work; interprets applicable laws, regulations, policies, procedures, and bargaining unit contracts; provides consultative services to all levels of management and staff regarding progressive discipline; identifies program deficiencies; develops solutions; ensures staff understand and execute their duties by mandated deadlines; and other duties as required.
Specific duties include creation and maintenance of BCDC training programs, recruitment and staffing, performance management, management of health and safety program, knowledge of organizational development and working with third party contracts related to human resources and training. Working Conditions
BCDC’s office is our headquarters in downtown San Francisco. BCDC is a hybrid workplace and offers telework for all employees. Telework is available for this position in accordance with BCDC Telework Policy and Procedures. This is a hybrid position that will require the incumbent to be in the office at least two daysa week through June 2026, subject to change thereafter.

Eligibility
Candidates must be eligible for appointment to the California civil service classification of Staff Services Manager I. Current State employees or former State employees with transfer or reinstatement rights at the Staff Services Manager I level may apply. To be eligible for transfer or reinstatement, applicants must meet the minimum qualifications of the respective classification. Appointment is subject to the State Restriction of Appointment (SROA) provisions. Applicants must clearly indicate the basis of their eligibility, including SROA, surplus, transfer, reinstatement status, or list eligibility in the Examination or Job Title section on the CA State Application (std 678).
