Summary Statement

The incumbent serves as a system developer for ASSIST Self Service, the online application used by the public to apply for entitlement programs. The incumbent will write, test, debug and document .NET C# code for web applications and performs maintenance tasks including SQL script creation and development of user interface components. The incumbent remediates production issues to achieve timely return to service, may serve on-call rotations during production incident remediation or for afterhours system maintenance support.

  • Performs systems analysis and design employing information needs analysis, requirements analysis and design alternative analysis.
  • Provides alternative design proposals including cost / benefit analyses.
  • Writes computer program and / or system configuration specifications.
  • Designs computer program logic flow, writes new and modifies existing computer programs / system configurations, develops test data, tests and debugs system problems / computer programs.
  • Provides user orientation and training in new / modified applications.
  • May oversee and coordinate the work of technical staff in the absence of technical supervision or on a project basis or as assigned by management.
  • May train lower level application programmers and support specialists.
  • Writes progress and incident reports.
  • Writes operational, program and user documentation.
  • May lead and / or support IT audit, IT security, and / or IT compliance activities.
  • Performs related work as required.

Job Requirements

JOB REQUIREMENTS for Senior Application Support Specialist

Applicants must have education, training and / or experience demonstrating competence in each of the following areas :

  • Six months experience in computer programming languages including the latest generation.
  • Six months experience in database management systems which includes database design, testing, and implementation.
  • Six months experience in information systems analysis and design.

    The State of Delaware recognizes the value of telework and flexible working schedules. This position is eligible for Telework according to the State of Delaware's Alternative Work Arrangement Policy. More information will be shared at the time of interview.

    Conditions of Hire

    All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.
