This is a highly responsible, professional work requiring a substantial degree of independent activity to both oversee and support complex programs for the Division of Early Learning (DEL). The employee is expected to demonstrate knowledge, skills, and ability to prepare, provide, and deliver quality work products representative of the Department's commitment to quality, efficient services and practices. Where applicable, the employee will demonstrate quality document preparation and dissemination evidenced by accuracy, correct grammar and format, appropriate content, proper approvals and timeliness.

The Division of Early Learning (DEL) is establishing a statewide financial facilitator to assist coalitions in the provision of effective early learning programs in compliance with all state and federal laws, rules and regulations in collaboration with the early learning coalitions. Serve as a statewide early learning financial expert to early learning coalitions for the DEL financial management practices. Providing approved training, technical assistance and consultation services to early learning coalitions regarding DEL finance and budget processes.

Duties & Responsibilities :

The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position. The Florida Department of Education (FDOE) has an open position that all responsibilities will be designated and directed by the DEL Financial Administration and Budget Services Manager. The primary duties and responsibilities shall include, but are not limited to :

  • This position serves as the Lead Grant Manager within the Finance and Budget Administration Section (FABS) Grants Management.
  • This is highly responsible, professional work requiring a substantial degree of independent activity to both oversee and support complex programs for the Division of Early Learning.
  • This position involves financial and grant management for the statewide delivery of school readiness, voluntary pre-kindergarten and other programs as assigned by management.
  • This position includes researching and interpreting federal and state rules and regulations governing expenditures, cost principles, grants and administration of school readiness, voluntary pre-kindergarten and other programs and the ability to apply those statutes and regulations to ensure state and federal funds are properly expended.
  • As lead, this position is responsible for assisting with the development of the early learning grant agreement for early learning coalitions and RCMA, as well as statewide contracts with other subrecipients assigned by Division management. This includes scheduling meetings with other business units and the early learning coalitions, researching changes in state or federal laws, rules, and regulations, and proposing edits and / or new language for the upcoming agreement or amendments, as applicable.
  • Responsible for the reviewing of submitted invoices to ensure completeness and accuracy of expenditures and supporting documentation processed by the grant / managers prior to submitting for payment.
  • Responsible for tracking invoice status, acting as back up to grant managers and or supervisor when on leave and providing technical assistance to both internal and external stakeholders.
  • Maintaining spreadsheets containing statewide coalition / subrecipient allocation, budget, and expenditure data to evaluate monthly and year-to-date spending. Assists in the review and analysis of expenditure projections to inform management decision making processes, including de-obligation and reallocation of funds, targeted technical assistance needs, and state level budget / revenue impacts.
  • Provide technical assistance and guidance with budgets by OCA's, allowable expenditures, and related financial requirements of the school readiness and voluntary pre-kindergarten programs to local Early Learning coalitions or other subrecipients.
  • Prepares and routes forms required by the Department of Financial Services (DFS) for the annual certification of the accuracy and completeness of DEL state projects included in the Catalog of State Financial Assistance (Catalog). Identify any additions, deletions, or changes applicable to the current fiscal year in accordance with DFS memorandum instructions and deadlines.
  • Provide recommendations on the development and / or enhancements to all automated financial processes within the FABS unit; participate in implementation of new and existing automated financial processes including invoicing, payment processing and reconciliations.
  • Follow up on early learning coalition corrective actions based on findings contained in invoices and financial monitoring reports.
  • Participate in emergency monitoring teams as assigned.
  • Communicate with Division staff and other professionals as applicable to resolve financial policy and procedural questions.

Location : This position will report to 325 W. Gaines Street and will work in the Turlington building. Telework is not an option.

Knowledge, Skills and Abilities :

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management and accounting principles and practices
  • Ability to collect, evaluate and analyze data and develop recommendations; solve problems, document workflow and other activities relating to the improvement of fiscal operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.

  • Knowledge of appropriate statutes / rules / policies related to school readiness, voluntary pre-kindergarten, and other programs within the State of Florida.
  • Knowledge of federal and state statutes and regulations governing the administration of funds related to school readiness, voluntary pre-kindergarten and other programs and the ability to interpret and apply those statutes and regulations to ensure compliance.
  • Ability to analyze effectiveness of service programs and identify and facilitate adjustments needed to meet needs and program requirements.
  • Ability to work collaboratively with The Division of Early Learning staff, other field representatives, local early learning coalitions, sub-contractors, service providers, and service recipients to carry out continuous quality improvement practices.
  • Knowledge of program monitoring and compliance.
  • Knowledge of accounting, management, non-profit organizations, early child development or related field.
  • Minimum Qualifications :

  • Professional contract or grant management experience
  • Must successfully complete training in contract management and become a certified contract manager within six months of hire in accordance with section 287.057 (15)(c), F.S.
  • Preferred Qualifications :

  • Possess a Florida Certified Contract Manager (FCCM) certificate.
  • Working knowledge and experience using MFMP, AOD, FACTS.
  • Working knowledge and experience with interpreting Rule, Laws of Florida, Florida Statutes; Reference Guide for State Expenditures; contracts and / or grants management; contract and / or grant budget and allowability; reviewing / processing deliverables and its expenditures / invoicing; monitoring / auditing of documents.
