Manager DTS Workforce Administration

We are looking for a collaborative and forward-thinking Manager, IT Workforce Administration to join our Digital Technology Services (DTS) team. This leadership role is responsible for workforce planning, talent acquisition, employee engagement, performance analytics, payroll / benefits support, and HR systems management for DTS. The Manager partners closely with Human Resources, Finance, and Marketing to align workforce initiatives with organizational strategy while fostering a positive, team-oriented culture across DTS.

The Manager, IT Workforce Administration will provide leadership and oversight for DTS workforce operations. This includes recruiting and onboarding talent, coordinating external resource pools, supporting payroll / benefits processes, managing HR systems, and developing employee engagement programs. This role ensures compliance with HR policies, fosters workforce culture, and delivers workforce analytics to support decision-making.

What You Will Do :

  • Lead DTS workforce planning, recruitment, and onboarding in partnership with HR.
  • Oversee external resource pool, including sourcing, contracting, and vendor onboarding.
  • Develop and promote employee engagement programs, training, recognition, and culture initiatives.
  • Implement workforce analytics and reporting on performance, headcount, and FTE funding.
  • Ensure compliance with HR policies, regulatory requirements, and organizational structures.
  • Coordinate payroll / benefits processes, including time tracking, compensation reviews, and employee inquiries.
  • Manage HR systems (UKG, ServiceNow, etc.) as related to DTS workforce.
  • Collaborate with DTS and DHS leadership to align HR initiatives with system strategy.
  • Mentor staff, promote professional development, and foster a culture of accountability and inclusion.
  • What You Will Need :

  • Education : Bachelor's degree in Human Resources, Business, or Healthcare-related field required; Master's in Business Administration preferred.
  • Experience : Minimum of four years in leadership of Human Resources, Customer Experience, or related team preferred.
  • Certifications : PHR or SHRM-CP preferred; Lean Six Sigma and / or PMP certification preferred.
  • Skills :
  • Strong leadership, collaboration, and change management abilities.
  • Knowledge of HR policies, payroll, and workforce planning practices.
  • Excellent written and verbal communication skills.
  • Strong analytical, organizational, and time management skills.
  • Proficiency in Microsoft Office and HR / workforce management systems.
  • Ability to interpret data, develop workforce insights, and implement solutions.
