Supervisory Mobility Transportation Specialist

The position is located in the Patient Business Service of the Cincinnati, OHVA Medical Center. The purpose of this position is to manage all Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position also supervises / ensures processes comply with regulatory guidance, while assuring program effectiveness.

The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.

Major Duties

Manages the Veterans Transportation Program (VTP) at the facility and Veterans Transportation Service (VTS) Drivers / Motor Vehicle Operators provide safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area. Manages demand against available resources to increase access to medical care through the Medical Centers organic transportation resources. VTS also collaborates with service providers in local communities to serve Veterans' transportation needs. Orchestrates travel for the Medical Centers Beneficiary Travel (BT) eligible enrollees through mileage reimbursement and contracted travel modes. The staff adjudicates mileage, lodging, meals, common carrier, Special Mode of Transportation (SMT) reimbursement requests, determines eligibility and processes payments for eligible Veterans in support of costs incurred while traveling to and from VA health care facilities. The BT program also administers all BT transportation related contracts. The program may also provide pre-approved transportation solutions and arrange SMT at the request of VA.

Provides personnel management and administrative support for the Veteran Transportation Program. Acts as a liaison with the Human Resources office, performs / coordinates personnel actions, maintains personnel-related records such as performance ratings, position descriptions, awards and proficiencies for Veterans Transportation Program staff. Provides advice and makes recommendations to the VTP Board of Directors and Associate Director regarding the Transportation program. Performs detailed analysis of workflow and work methods used to support recommendations, for example, utilizes various software programs to capture and analyze data for workload and staffing reviews and comparisons, i.e., to perform studies of success of the program. Manages the Medical Center transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center Associate Director, Medical Center Chief Financial Officer and CBO VTP Program Staff, as appropriate, including critical budget areas and all Transportation program matters. Monitors budget allocation and execution to ensure that operating program objectives are met. Monitors the use and rate of expenditure of budgeted funds in assigned fund control points through continuing dialogue with CBO VTP Program Staff, review of written documents, and examination of accounting records. Works closely and frequently with the Medical Center Chief Financial Officer and Assistant Chief Financial Officer regarding VTP funds, obligations and expenditures. Analyzes and evaluates on a quantitative and qualitative basis the effectiveness of programs or operations in meeting established goals and objectives. Manages the Medical Center transportation program quality assurance programs. Directs and conducts studies, designs flow charts, analyzes findings, and makes recommendations for performance improvement programs related to the Medical Center's patient transportation program. Assures that VA performance measures and standards issued by various accrediting, regulatory and higher agency authorities pertaining to the Medical Center's patient transportation program are met. Maximizes the potential of the Veterans Transportation Program to improve Beneficiary Travel, reduction of Missed Opportunities (no-shows and cancelations by patient) and Medical Center operations. Functions with a high degree of independence, requiring initiative, integrity, creative problem-solving skills and administrative / program management skills. Provides expert advice to high-level executives. Investigates and resolves specific problems and special cases brought to the attention of the agency's senior management. Develops resolution of Veterans' problems brought to the attention of the Secretary or other executives. Resolves conflicts of information or interpretation. Independently gathers information and prepares correspondence for the Executive staff.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10 / 29 / 2025.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note : Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and / or education as described below :

Specialized Experience : You must have one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given the applicant the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Mobility Transportation Specialist - Mobility Manager, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes : fleet management and / or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership / supervision, instruction / counsel to employees. NOTE : Experience must be fully documented on your resume and must include job title, duties, month and year start / end dates AND hours worked per week.

OR, Education : Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, completed 3 full years of progressively higher level graduate education leading to such a degree, or possess an LL.M, if related.

OR, Combination : Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Masters degree.
