Job Summary : EMCOR Government Services is seeking a Chief Engineer in Washington, DC to provide operations and maintenance support for the American Chemical Society in Washington, DC. Must possess a valid 1

st

or 3rd Class Steam Engineer License issued by the District of Columbia. This position is covered by the CBA for Local 99. The scheduled hours are : 6am - 2pm

Essential Duties and Responsibilities :

  • Supervise and support small on-site staff, setting daily priorities and ensuring safe, timely, and high-quality maintenance work.
  • Manage the operation, maintenance, and repair of all HVAC, refrigeration, and boiler systems, ensuring optimal performance and reliability across heating and cooling infrastructure.
  • Perform hands-on inspections, adjustments, and minor repairs on mechanical and electrical systems, including air handlers, VAVs, pumps, and boilers.
  • Leverage BAS to monitor and control HVAC and energy systems. Use data and analytics to optimize performance, troubleshoot remotely, and drive energy efficiency.
  • Conduct equipment testing, troubleshoot system irregularities, and proactively address performance issues across all major building systems.
  • Coordinate third-party vendors and ensure all contracted work complies with building standards, timelines, and safety protocols.
  • Respond promptly to occupant comfort issues, primarily HVAC-related, and provide clear communication and timely resolution.
  • Identify opportunities to improve system performance, reduce utility costs, and extend equipment life through smart operational changes and upgrades.
  • Actively participate in weekly meetings with the client, providing clear operational updates, identifying challenges, and proposing solutions.

Qualifications :

  • Must possess a valid 1

    or 3rd Class Steam Engineer License issued the District of Columbia

  • 7+ years of experience in building engineering, including HVAC and boiler operations
  • Proficient in Building Automation Systems (BAS) and other smart building technologies
  • Excellent verbal and written communication skills; able to explain technical issues clearly to non-technical stakeholders
  • Strong hands-on mechanical and troubleshooting skills
  • Proven ability to work independently while also mentoring junior staff; strong leadership skills
  • EPA Universal Certification strongly preferred
  • LEED experience or Certification preferred
