Job Summary
Our client, a respected and expanding multidisciplinary engineering and consulting firm with nearly 80 years of industry leadership, is seeking a Director of Business Development to guide ongoing growth initiatives across Pennsylvania and the surrounding region.
This individual will be responsible for driving new client acquisition, strengthening relationships with municipal stakeholders, and converting strategic opportunities into signed agreements. The position offers hybrid flexibility within a collaborative, values-driven environment.
You will own relationship-first business development, guiding strategy, building pipeline, and partnering with technical teams to win water / wastewater, stormwater, and civil / municipal work. The role reports to the Senior Vice President of Corporate Growth with executive visibility.
PE License (Professional Engineering License) Ideal
Key Responsibilities :
Lead market strategy to identify, pursue, and win municipal and authority clients across PA
Build trust-based relationships with public works leaders, authority boards, and municipal decision-makers
Develop and manage a qualified pipeline; drive conversions to signed contracts and backlog growth
Partner with technical leaders on go / no-go, positioning, and compelling, customized proposals
Represent the firm at industry events and associations; elevate market visibility and brand presence
Track KPIs (leads, hit rates, bookings, revenue impact) and communicate insights to leadership
Coordinate cross-functionally with marketing and delivery teams for seamless client handoffs
Requirements :
Bachelor’s in Business, Communications, Marketing, Engineering, or related field
10+ years in business development or complex B2G / B2B sales within engineering consulting, construction, or municipal infrastructure
Proven record opening doors and closing multi-stakeholder municipal / authority deals
Established Pennsylvania relationships; strong preference for Harrisburg-to-Philadelphia corridor
CRM fluency, data-driven pipeline management, and executive-ready communication skills
Pennsylvania-based; hybrid with periodic office visits required
Preferred Qualifications :
Background in water / wastewater, stormwater, or civil / municipal services
Familiarity with public procurement, RFQ / RFP cycles, and selection processes
Active network across municipal associations and Mid-Atlantic markets
Experience collaborating across technical and non-technical teams
