Job description

Job Announcement

Performs inspections of cable communications system construction facilities and worksites located in public rights-of-way, sidewalks, gutters, utility and private easements, conduit facilities. Uses knowledge of Federal Communications Commission (FCC), National Electrical Code (NEC), National Electrical Safety Code (NESC), Virginia Department of Transportation (VDOT), Virginia Uniform Statewide Building Code (VA USBC), and Virginia Occupational Safety and Health Act (VOSHA) codes. Exercises discretion to issue warnings and violations relating to cable system construction work, citing appropriate code references. Reinspects construction to determine code compliance; investigate cable construction complaints. Meets directly with cable service providers, construction subcontractors, engineers, residents, and representatives of county agencies and the Board of Supervisors to resolve construction and complaint issues. Provides construction inspection and signal testing expertise. Assists Department of Information Technology (DIT) staff in the installation, testing, maintenance, troubleshooting, and repair of the county's video institutional network inside wiring and end user equipment. Maintains daily inspection log and deficiency list and prepares an electronic daily and weekly inspection report. Reviews daily inspection and reinspection assignments and map an efficient daily inspection route. Shares inspection findings and code knowledge with other members of division. Performs such other duties as may be required or assigned.

Illustrative Duties

  • Inspects cable television (TV) construction in progress to ensure work performed is in compliance with cable contract plans and specifications and to ensure that federal, state, and County construction and safety requirements are being met;
  • Uses cable testing equipment, such as signal analysis meters, tone generators, spectrum analyzers, and utility depth locators;
  • Uses electrical testing equipment to test for correct voltage, circuit breakers, electrical shorts, and proper grounding of equipment, fixtures, and controls;
  • Interprets applicable electrical or cable building codes;
  • Issues written violation notices to the developer, identifies the sections of the regulations being violated, and takes necessary action to ensure violations are corrected;
  • Inspects developers' field operations for compliance with the Virginia Occupational Safety and Health Act (VOSHA), and resolves all discrepancies;
  • Prior to issuance of a permit, examines and interprets plans for installation of primary electrical supply or cable television systems in all types of buildings;
  • Investigates citizen complaints relating to cable TV system construction, evaluates their validity; reports investigative findings; and recommends corrective action when necessary;
  • Meets with homeowners, developers, engineers, contractors and interested citizens to provide information and answer questions about applicability of County development regulations to field construction;
  • Required Knowledge Skills and Abilities

  • Working knowledge of the Virginia Occupational Safety and Health Act (VOSHA);
  • Knowledge of, and ability to apply, electrical principles, practices, materials, methods, and the tools used in electrical or video installation and repair;
  • Knowledge of federal, state, and county construction regulations pertaining to cable TV;
  • Ability to use equipment to locate and test TV lines, such as utility depth locators, signal analysis meters, tone generators, spectrum analyzers, and cable converters;
  • Knowledge of the procedures and techniques used in the installation of electrical distribution systems and receptacles, grounding equipment and services, and in the sizing and protection of conductors;
  • Ability to use sound judgment in making independent decisions;
  • Ability to prepare clear and factual reports;
  • Ability to use hand-held computers to enter results of inspections conducted;
  • Ability to work with people and obtain their cooperation, even in difficult situations.
  • Employment Standards

    MINIMUM QUALIFICATIONS :

    Any combination of education, experience, and training equivalent to the following :

    Cable Communications Inspector : High school graduation or G.E.D. issued by a state department of education, plus two years of experience as a field inspector for cable communications construction or installation.

    CERTIFICATES AND LICENSES REQUIRED :

    Valid driver's license

    NECESSARY SPECIAL REQUIREMENTS :

    The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer. Color perception adequate to distinguish colors of electrical wiring and utility locate marks.

    PREFERRED QUALIFICATIONS :

  • Education equivalent to graduation from a four-year college or university (preferably in a related field such as electronic engineering, electrical engineering, construction engineering, mechanical engineering, or architectural engineering), plus at least two years of progressively responsible experience in a related field.
  • Experience and working knowledge of cable system construction and video installation design standards, guidelines, policies and procedures. Knowledge of the materials and methods used in cable transmission and terminal equipment repair work.
  • Experience in the use of computer applications and software, including basic Microsoft Office applications.
  • PHYSICAL REQUIREMENTS :

    Driving county vehicle. Frequent bending & walking. Must be able to plot address on map. Must be able to visually distinguish between different colored miss utility markings. Occasional work on 6' ladders. Removing cable handhole covers & concrete vault lids weighing up to 30 lbs. Requires carrying testing equipment weight up to 30 lbs up to 50 lbs. All duties performed with or without reasonable accommodations.
