Account Clerk II
The Account Clerk II is responsible for providing intermediate-level fiscal support to ensure that County programs are provided effectively and efficiently. Following is a composite of essential duties, tasks and accountabilities; however, there are additional duties specific to each department. A criminal background check is required.
Essential duties include compiling and sorting documents, substantiating business transactions, preparing vouchers, invoices, checks, account statements, reports, and other records, and reviewing for accuracy. Other duties include providing clerical support, preparing monthly production and billing reports, maintaining inter-departmental job jackets and files, auditing invoices, investigating payment problems, reconciling report discrepancies, and inputting data into the PeopleSoft Financial system according to company procedures. Receptionist duties may be required, including answering phones and directing inquiries. Other duties, tasks, and special projects may be required.
Essential duties for the Treasurer may include collecting and processing county real estate taxes, entering tax payments into the PeopleSoft financial system, preparing monthly reports to the state for state agent sales, processing tax and building worksheets, entering tax payments before due dates expire, processing fish reports and submitting to Pennsylvania Fish and Boat Commission, verifying fish applications, creating "on account" reports, selling dog, fish, and hunting licenses, selling pistol permits, processing tax receipts, balancing cash drawer daily, resolving and refunding duplicate payments and overpayments, answering phone calls regarding tax payments and state agent sales, processing tax certifications and balancing daily, handling counter duties, interacting with other departments, and cashiering on the system.
Qualifications include a high school diploma or general education degree, six months to one year of job-related experience and / or training, one year of general office experience, basic skill to use a personal computer and various software packages, ability to use office machines, integrity and honesty, ability to use common sense understanding, strong organizational skills, ability to work independently or as part of a team, accurate and detail oriented, and ability to maintain a positive public image for the department and Chester County.
Preferred skills include intermediate-level accounting and bookkeeping skills, ability to work with limited supervision, strong customer service skills, ability to multi-task, strong interpersonal skills, familiarity with reception desk functions, and willingness to learn new tasks.
Relevant background checks, clearances, physicals, drug tests, and any other assessments or evaluations will be conducted after an offer of employment is given per County policy. Computer skills required include basic Word skills, basic Excel skills, PeopleSoft Financial skills or the ability to learn PeopleSoft, basic Outlook skills, and basic Internet skills. Physical demands include sitting and talking or hearing, standing, walking, reaching, bending, lifting or carrying items, and climbing stairs. The specific vision requirement listed for this position is close vision. The work environment is usually quiet to moderate, and will work inside 100% of the time. Required to work with money and checks, and this position requires professionalism.
