Senior Program Manager

In the IT Services space, we have evolved with our customers ever changing needs. Our market focus is primarily in Healthcare, BFSI, Manufacturing and Public Sector (State and Local). Given recent successes in our Public Sector market segment we are seeking to have a dynamic and experienced Program Manager join our growing team to lead our large State and Municipal business opportunities. This individual will play a key role in further developing our Public Sector strategy to successfully win and deliver large public and hybrid cloud infrastructure solutions and services managing all aspects of the program.

Meridian IT Inc is seeking a highly motivated and experienced Program Manager to lead and oversee large-scale, complex programs spanning multiple state agencies. The ideal candidate will possess a proven track record of successfully delivering impactful digital transformation projects within the public sector. With at least 5 years of experience managing intricate programs, this individual will be responsible for strategic planning, cross-functional team leadership, stakeholder management, risk mitigation, and ensuring successful program outcomes aligned with organizational goals and state agency objectives.

Duties and Responsibilities

Program Strategy and Planning :

  • Develop comprehensive program plans, including scope, objectives, timelines, budgets, resource allocation, and risk management strategies, in collaboration with stakeholders across multiple state agencies.
  • Define and track key performance indicators (KPIs) and metrics to measure program progress and success.
  • Ensure program alignment with organizational strategic goals and relevant state bid requirements, government policies and regulations.

Cross-Agency Collaboration and Stakeholder Management :

  • Establish and maintain strong working relationships with key stakeholders across various state agencies, including executive leadership, program directors, and technical teams.
  • Facilitate effective communication and collaboration across diverse teams with potentially differing priorities and processes.
  • Proactively manage stakeholder expectations, address concerns, and ensure alignment throughout the program lifecycle.
  • Program Execution and Delivery :

  • Lead and manage cross-functional teams, including internal staff, external vendors, and agency personnel, to execute program plans effectively.
  • Oversee project managers and project teams within the program, providing guidance, mentorship, and support.
  • Monitor program progress, identify and resolve roadblocks, and ensure adherence to bid requirements, timelines and budgets.
  • Implement and maintain robust program management methodologies and best practices.
  • Digital Transformation Leadership :

  • Leverage direct experience in leading and delivering digital transformation projects within complex organizational structures.
  • Understand the unique challenges and opportunities associated with digital initiatives in the public sector.
  • Drive innovation and adoption of digital solutions to improve efficiency, effectiveness, and citizen services across state agencies.
  • Ensure alignment of digital transformation efforts with broader program objectives and state technology strategies.
  • Risk and Issue Management :

  • Identify, assess, and proactively manage program risks and issues.
  • Develop and implement mitigation strategies and contingency plans.
  • Escalate critical issues to appropriate stakeholders and drive resolution.
  • Financial Management and Reporting :

  • Develop and manage program budgets, ensuring fiscal responsibility and adherence to financial guidelines.
  • Track program expenditures and provide regular financial reports to stakeholders. Identify and manage potential cost overruns.
  • Reporting and Communication :

  • Prepare and present regular program status reports to executive leadership and stakeholders, highlighting progress, risks, and key decisions.
  • Communicate effectively across all levels of the organization and with external partners.
  • Quality Assurance and Continuous Improvement :

  • Ensure program deliverables meet quality standards and requirements.
  • Implement processes for continuous improvement based on lessons learned and best practices.
  • Qualifications & Requirements

  • Bachelor's degree in Business Administration or a related field. MBA or relevant Master's degree preferred.
  • Technical Expertise :

  • 15+ years experience working with teams delivering digital transformation for large, complex enterprises
  • 5+ years as a program manager leading teams delivering large, complex digital transformation projects.
  • Demonstrated experience managing programs that span multiple state agencies or large, decentralized organizations.
  • Leadership & Skills :

  • Direct and significant experience in leading and successfully delivering digital transformation projects.
  • Strong understanding of project management methodologies (e.g., Agile, Waterfall, hybrid).
  • Proven ability to lead and motivate cross-functional teams in a matrix environment.
  • Excellent stakeholder management, communication, and interpersonal skills.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Experience managing budgets and financial reporting for large programs.
  • Preferred Qualifications :

  • Familiarity with government regulations and procurement processes
  • Familiarity with public cloud technology infrastructure
  • Familiarity with State interdepartmental software platforms (SAP, Curam, etc.)
  • Relevant program management certifications (e.g., PMP, PgMP)
