Responsibilities
General Purpose : Serves as a key strategic partnership role in the recruitment and hiring of staff positions spanning the entire enterprise. Provides guidance, interpretation of applicable human resource (HR) policies and procedures to managers, employees and external / internal candidates. Functions as a primary liaison between internal and external applicants and various UR divisions to facilitate the hiring process for assigned client divisions.
Essential Functions
- Maintains an understanding of the varying recruitment needs of multiple business units.
- Initiates the planning of all necessary activities centered around the hiring cycle.
- Ensures all pre-hire requirements are met based on the type of position.
- Demonstrates a strong knowledge of University job classifications and requisites established.
- Drives the background check process, analyzes results, and conducts interviews based on applying NYS assessment factors.
- Functions as the principal point of contact and resource throughout the pre-employment cycle to the point of onboarding, with significant interface between the hiring department and candidate.
- Provides guidance to hiring managers / business leaders to ensure federal, state, and HR policy compliance while achieving hiring objectives.
- Fosters positive professional relationships with clients and constituents throughout the HR and University departments / teams.
- Formulates effective communication methods within assigned area to continually keep business leaders apprised of progress throughout the pre-employment process.
- Prepares ad hoc reports and interfaces with legal counsel relative to pre-adverse actions.
- Executes the approval to extend employment offers based on analysis of requests from business units from across the entire University.
- Tracks results and candidate activity, ensuring applicable policies and regulations are adhered to.
- Navigates multiple internal and external system platforms to validate candidate's backgrounds and credentials.
- Supports and guides employees through sensitive job transitions, acting as a liaison between various divisions to facilitate internal transfers or job re-entries.
- Collaborates with department team members and leadership to develop proactive strategies to fill positions in an accelerated streamlined manager.
- Participates on committees and HR project teams throughout the organization to drive improvement to achieve the best-in-class onboarding experience.

Minimum Education & Experience
Bachelor's degree and 2 years of relevant experience requiredOr equivalent combination of education and experienceKnowledge, Skills and Abilities
