West Valley Cleanup Alliance is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1B Deactivation & Demolition Contract at the West Valley Demonstration Project site. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, West Valley Demonstration Project continues to decontaminate and decommission facilities at this site.

JOB SUMMARY / PURPOSE OF POSITION

The Safety and Radiological Protection Manager has overall management responsibility for the Safety and Radiological Protection Organization, responsible for site radiological protection, industrial safety, safeguards and security, and emergency management programs. The position is responsible for ensuring safe working conditions by developing, implementing, maintaining, and improving various safety, health, radiological, security, and emergency management programs through effective management and leadership to directly support facility operations and projects for the company.

REQUIREMENTS / SPECIFICATIONS

Education / Experience :

  • BA / BS in Engineering, Natural Science, or other related environmental science field or an equivalent combination of education and related experience
  • Minimum of ten (10) years of related experience with a minimum of four (4) years in a nuclear environment
  • Minimum of three (3) years of management / supervision experience
  • Licenses / Certifications :

  • Registered Environmental Manager, Hazardous Material Manager, Certified Industrial Hygienist, Certified Safety Professional, and / or Safety Trained Supervisor preferred
  • Other Requirements :

  • Mastery knowledge of engineering or environmental with an emphasis on environmental engineering / science, industrial safety, radiological safety, nuclear safety, emergency management, and quality assurance sciences theories, principles, techniques, policies, regulations, and legal requirements
  • Excellent verbal and written communication skills
  • Excellent organizational skills and analytical skills
  • Strong computer skills and proficiency in Microsoft Office
  • Preferred Qualifications :

  • B.S. in nuclear engineering, health physics, industrial hygiene, or related technical field
  • Demonstrated experience managing radiological protection and safety management programs in a complex regulatory environment with DOE
  • Cleanup site experience preferred
  • Security and emergency management program experience desired

    MAJOR RESPONSIBILITIES / SCOPE OF WORK

  • Maintain a safe and healthful work environment by following established safe work practices and procedures; including following all safety rules, use of proper personal protective equipment (PPE), investigating and reporting identified safety concerns or situations.
  • Implement and adhere to standards contained in the Company “Code of Conduct,” Company EEO practices, and DOE directives.
  • Instill a strong world class safety ethic within the workforce by conducting all activities with the utmost attention to personnel safety, operations safety, and environmental excellence.
  • Develop and implement policy changes, safety integration, and goals and objectives.
  • Assist with management of Industrial Safety and Employee Health Services which is responsible for providing a 10 CFR 851 compliant safety and health program, including worker safety, fire protection, employee medical / health services, medical response, and the accreditation / reaccreditation of the site Voluntary Protection Program (VPP).
  • Assist with management of Nuclear Safety and Emergency Management which is responsible for providing a 10 CFR 820 and 830 compliant program which include interpretation and direction for implementing nuclear facility safety (including Price Anderson Amendments Act administration, safety basis, Unreviewed Safety Question Determination (USQD), and criticality safety), event investigation and occurrence reporting, emergency management, operational readiness review, and Integrated Safety Management System (ISMS) administration.
  • Assist with management of Radiological Controls which is responsible for providing a 10 CFR 835 compliant program to provide the identification, prioritization, and implementation of resources necessary to ensure worker protection and compliance to applicable codes, standards, and regulations. The scope includes radiological engineering, dosimetry, radiation instrumentation, and radiation protection operations field support.
  • Support the management of Quality Assurance which is responsible for providing a 10 CFR 830 : 120 and RW 033P compliant program containing independent oversight and program interpretation relative to applicable quality assurance regulations and standards, including administration of the site quality assurance, integrated assessment, inspection services, and radioactive waste compliance functions.
  • Manage, participate in, and oversee the administration of the workers compensation insurance program by ensuring accident investigations are completed, workers compensation paperwork is issued when needed to employees, assuring the employer’s report of injury if filed, following case management of workers compensation matters with third party administrators, and managing claim costs.
  • Provide consultation and oversight in engineering, operations, and project organizations and develop and implement strategies to maintain protection of workers, the public, and the environment and regulatory compliance while achieving contract milestones and other financial and non-financial company goals.
  • Promote a safe environment by coordinating and cooperating with local, state, and regional safety groups and agencies.
  • Comply with federal, state, and local safety, health, and quality regulations by studying current and new legislation, anticipate future legislation, interpret standards, enforce adherence to regulations, and advise management on needed actions.
  • Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
  • ESSENTIAL FUNCTIONS :

  • Interpret and follow a wide variety of guidelines, policies, laws, and established practices to accomplish complex tasks.
  • Anticipate, identify, and resolve a wide variety of complex issues.
  • Establish priorities, work schedules, control cost and meet deadlines.
  • Direct the work of others, develop, and implement special projects and resources, write procedures and guidelines, and mentor others.
  • Establish scopes, negotiate contract provisions, and implement a multi-million subcontract for regulatory compliance, environmental monitoring, meteorological program, groundwater monitoring, environmental laboratory operations, nuclear safety, radiological safety, emergency management, and quality assurance priorities, work schedules, control costs and meet deadlines.
  • Plan, develop, and implement strategic short-and-long term programs essential to the mission.
  • Produce, edit, and present technically accurate documents, reports, and forms for dissemination to employees, management, government officials, congress, local state, and national stakeholders.
  • Effectively manage situations and projects in an environment where stakeholders have competing goals and interests.
  • Interface with individuals or groups (e.g., DOE, NYSERDA, USEPA, USNRC, NYSDEC) from inside and outside the organization, company and senior management and give frequent presentations and impromptu briefings on environmental, industrial safety, radiological safety, nuclear safety, emergency management, quality assurance, and radioactive waste compliance in a wide variety of environments and circumstances.
  • SUPERVISORY RESPONSIBILITIES :

  • Maintains department staff by recruiting, selecting, orienting, and training employees, maintaining a safe, secure, and legal work environment, and developing personal growth opportunities.
  • Accomplishes staff results by communicating job expectations, planning, monitoring, appraising job results, coaching, counseling, disciplining employees, developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
  • Establishes department strategic goals by gathering pertinent business, financial, service, and operations information, identifying and evaluating trends and options, choosing a course of action, defining objectives, and evaluating outcomes.
  • Accomplishes financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
  • Treats all employees fairly in all aspects of the employment process by complying with the spirit and intent of federal, state, and local legislation, regulation, and executive orders providing for equal opportunity.
