Position Summary Of Responsibilities :
Conducts and participates in unemployment insurance tax enforcement programs in OESC's Employer Compliance Department within the Tax Division; this department is responsible for administering the state unemployment insurance tax collections efforts mandated by the U.S. Department of Labor in accordance with federal & state law, rules, regulations, policies, and procedures.
Counsel appropriate stakeholders on the interpretation of and compliance with the Oklahoma Employment Security Commission Act, Administrative Rules, and reporting procedures.
Verify all monies and charges are correctly posted to the taxpayer's account.
Maintain the required safety and security protocols associated with the above-mentioned responsibilities.
Position Essential Functions :
Utilize excellent customer service in all correspondence(s) in a multi-faceted department.
Work will include decision making within departmental procedures that include Tax Warrants and possible levy activity.
Answer incoming calls as a subject matter expert on tax account rates and debt status.
Investigate and send determinations on interest and penalty waivers or denials to employers.
Work as a member of a team in a collaborative manner.
Valued Knowledge, Skills, Competencies and Abilities :
Knowledge of state and federal regulations governing applicable programs, accounting principles and theories, financial statements and reports, accounting ledgers and journals, computer technology relating to accounting systems.
Skill and Competencies are excellent verbal and written communication skills expressing ideas clearly and concisely.
Ability to write basic reports, establish and maintain effective working relationships with others, perform highly independent work, participate with others as a contributing team member, conduct several projects simultaneously, handle confidential work, review and analyze financial information, analyze and resolve complex situations, serve as an expert witness in administrative hearings when determinations have been appealed, make independent decisions, interpret and handle routine matters in accordance with agency policy, follow oral and written instructions.
Physical Demands / Work Environment :
Work is typically performed in the office setting with climate-controlled settings and exposure to noise levels determined by the office environment. While performing the duties of the job, the employee is required to talk, stand, bend, walk, and reach with hands and arms requiring periods of sitting or standing and daily use of computer and phone. It also requires the occasional use of the office machinery in accordance with safety and security protocols.
Minimum Qualifications :
Education and Experience requirements at this level consist of a bachelor's degree; or an equivalent combination of education and experience, substituting business, public administration, auditing, or accounting experience for each year of the required bachelor's degree.
Special Skills / Requirements / Preferences :
Computer Skills Employee must be capable of proficiently using OESC's standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), and the Internet, as well as proficiency to learn other software as needed.
Employee must be capable of lifting, carrying, and moving objects of up to 25 pounds.
