The Administration Department is comprised of six principal operating divisions : City Council, City Attorney, City Manager, City Clerk, Informational Technology and The Office of Sustainability and Pico Rivera Innovative Municipal Energy (PRIME). The Administration Department handles a wide range of administrative functions providing overall administration, oversight, coordination, and direction to City departments, striving to provide responsive and consistent customer service to the community and its employees. It ensures that all departments are applying policy consistently and moving forward in the direction of City Council's priorities and goals. Additionally, the Office of the City Manager provides each City Department supervision and service-level objectives as directed by the City Council.
The Position
The Sustainability Technician performs technical duties associated with climate, air quality, energy, materials management, and sustainability programs for the City's Office of Sustainability / Pico Rivera Innovative Municipal Energy (PRIME). Under the direction of the Director of Sustainability / PRIME, an incumbent will be assisting and / or supporting with the overall implementation of the City's Climate Action Plan. The position focuses on internal government operations and supporting the work of community-wide initiatives that support a sustainable Pico Rivera. In addition to efforts to reduce greenhouse gas emissions, the successful candidate will assist with recycling, materials management education, and outreach programs. Finally, the incumbent will support with administrative and clerical duties to ensure the continued operations of the department.
City Hall is open Monday through Thursday, 7 : 00 AM to 5 : 30 PM. Employees work a 4 / 10 schedule from 7 : 00 AM to 5 : 30 PM. This position could also be required to work non-traditional hours including nights, early mornings, weekends, and holidays based on the needs of the department.

Knowledge of :

Materials Management : Knowledgeable of the principles and practices of categorization for waste (trash, recyclables, and organics); understand the laws and regulations applicable to materials management.
Administrative : Knowledgeable of the policies and procedures of municipal accounting and procurement; knowledgeable of the principles and practices of drafting memoranda, reports, and public outreach materials; knowledgeable of the principles and practices of customer service and interaction with the public.

Physical Demands
The position requires prolonged sitting, standing, walking, kneeling, squatting, and stooping in the performance of daily activities. The position also requires repetitive hand and finger movement and fine coordination in preparing reports using a computer keyboard. The incumbent is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The position also requires both near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag and push files, paper, and documents weighing up to 20 pounds is also required.

Veteran's credit will amount to 10 points to be added to the interview score. Physical / Background Check

Probationary Period
New appointments shall be tentative and are subject to twelve (12) months probation. Promotional appointments shall be tentative and subject to a probationary period of six (6) months.

Paid Vacation - 88 hours after one year, 128 hours after 5 years, 168 hours after 10 years, and 208 hours after 20 or more years of service.
Management / Administrative Leave - This classification may be eligible for 60 hours of administrative leave per fiscal year.
Sick Leave - 105 hours per year with the employee having the option to accumulate a maximum of 800 hours or receive pay each July for unused portion accumulated in the preceding fiscal year.
Retirement - Employees are covered under the State of California Public Employees' Retirement System (CalPERS) at the 2% at 60 formula for current CalPERS members and 2% at 62 for new CalPERS Public Employees' Pension Reform Act (PEPRA) members. Effective July 1, 2023, PEPRA members pay 7.5% of the employee's portion to CalPERS. Current CalPERS members (Tier II) pay 7% of employee's portion to CalPERS. PERS determines whether an employee is a Classic or New PERS member.
The City does not contribute to Social Security.
Holidays - The City observes twelve (12) holidays.

Insurance - The City offers CalPERS health benefits to all full time employees. The City will pay 100% of the health insurance premiums for full-time employees and their qualified dependents, but not to exceed the Kaiser HMO premium. Employees may choose a different CalPERS health care provider offered by the City, however, any cost greater than the Kaiser HMO premium rate shall be paid by the employee through payroll deductions.
Pre-Tax Dependent Care and Healthcare Flexible Spending Account : Employees may specify a dollar amount annually to be deducted from their earnings to pay for qualifying dependent care and / or eligible medical expenses on a pre-tax basis.
Credit Union - Credit Union membership is available.
Deferred Compensation- Empower Retirement (deferred compensation plan (i.e., Internal Revenue Code Section 457 program) which employees may choose to participate in at their own expense. The City will match Association members' contributions up to a maximum of one percent (1.0%) of base compensation. Participation in the Deferred Compensation Plan is voluntary.
Tuition Reimbursement - The IRS maximum of $5,250 annually (calendar year) or the effective amount should it be adjusted by the IRS in a given year.
