Job description

Overview

Responsible for overseeing all billing processes related to Los Angeles County Drug Medi-Cal (DMC) and Department of Mental Health (DMH) services. Ensures timely, accurate, and compliant billing in accordance with county, state, and federal regulations. Duties include preparing invoices, tracking payments, resolving discrepancies, maintaining financial records, and responding to billing inquiries from funders and contractors. Proficient in Excel Pivot Table and Functions.

Responsibilities

  • Process and submit accurate and timely billing claims for DMC and DMH services through appropriate portals.
  • Review clinical documentation and billing codes to ensure compliance with county and Medi-Cal requirements.
  • Monitor and reconcile claims, denials, and remittances; follow up on rejections and outstanding balances.
  • Coordinate with program staff to address documentation or eligibility issues impacting billing.
  • Provide training or guidance to staff regarding billing practices, documentation requirements, and compliance.
  • Support implementation of new billing systems or updates in collaboration with IT and compliance teams.
  • Lead data the billing submission, review & audit data systems for AADAP and external payers including but not limited to SAPC and DMH.
  • Lead the generation of weekly and monthly reports from agency's EHR / EXYM and SAGE / KPI (County and State systems). Create and modify any necessary reports if needed.
  • Provide training and orientation to new staff regarding billing, data and systems.
  • Stay current on changes in Medi-Cal, DMC, and DMH billing regulations and ensure agency compliance.
  • Serve as the point of contact for billing-related audits and site visits.
  • Other duties as requested by the Treatment Director and / or Administrative leadership.

Education

Associate's or Bachelor's degree in Business, Healthcare Administration, Accounting, or related field preferred.

Experience

Four (4) year experience in medical or behavioral health billing in Medi-Cal or DMC / DMH environments.

Preferred Skills

  • Knowledge and experience billing Medicare, Medi-Cal and Other Health Care Insurance carriers (OHC).
  • Experience with DMC-ODS and DMH Billing.
  • Experience billing City, County and State.
  • Strong understanding of CPT / HCPCS coding, ICD-10, and Medi-Cal billing guidelines.
  • Experience with electronic health records (EHR) and billing systems (e.g., Sage,Exym).
  • Detail-oriented with strong analytical and problem-solving skills.
  • Excellent communication and organizational abilities.
  • Ability to work independently and maintain confidentiality.
  • Bilingual or bicultural capabilities with Los Angeles County threshold languages : Arabic, Armenian, Cantonese, Farsi, Urdu, Khmer (Cambodian), Korean, Mandarin, Russian, Spanish, Tagalog, Vietnamese, and other Chinese languages.
  • General Requirements and Knowledge, Skills, and Abilities (KSA's)

  • Permanent resident or U.S. Citizen; proof of work eligibility upon hiring.
  • Must have three (3) years of recovery or drug free lifestyle as of the date of the application.
  • Ability to get along well with others, be punctual, pleasant, and tactful with professional appearance and conduct.
  • Ability to establish and maintain effective working relationships with supervisors, coworkers, clients and their families, community organizations, and the general public.

  • Physical Requirements

    Must be able to remain in a stationary position 50% of the time, which includes repetitive data entry with computers. The position frequently communicates with customers and / or coworkers and must be able to exchange accurate information in these situations. This class is intended for positions requiring light physical effort, which may include occasional lifting to a 10-pound limit, and some bending, stooping, or squatting and occasionally ascends / descends ladders and staircase.
