The mission of the Colorado Coalition for the Homeless is to work collaboratively toward the prevention of homelessness and the creation of lasting solutions for homeless and at-risk families, children, and individuals throughout Colorado. The Coalition advocates for and provides a continuum of housing and a variety of services to improve the health, well-being, and stability of those it serves.

The Housing Specialist Supervisor supports the Housing Assistance Department (HAD) by supervising assigned

Housing Specialists and ensuring proper coordination of housing subsidies for households across programs at CCH

and its partners.

Additional Requirement

  • Valid driver’s license required. This requirement may be waived, if necessary, based on overall candidate experience and current needs of the business.

    Essential Job Functions

  • Supervises Housing Specialist role ensuring that performance standards and metrics are being met for an overall positive and professional experience when engaging with Housing Assistance Department.
  • Reads, understands and interprets United States Department of Housing and Urban Development (HUD) regulations for various programs, specifically PSH, MDCHC, HCV PBV, HCV, RRH, HSP, and other project based and tenant-based subsidies.
  • Tracks and coordinates assigned Housing Assistance Department’s tasks, projects, and programs.
  • Consults regularly with supervisor regarding training needs, operational issues, and programmatic needs.
  • In collaboration with Housing Assistance Department leadership, recruits, hires, and trains new members of the Voucher Administration Division.
  • Assists and collaborates with Program Manager to complete direct reports performance reviews as necessary with all assigned direct reports.
  • Assists and collaborates with Program Manager to ensure that direct reports comply with assigned training requirements.
  • Ensures that contacts are being responded to by Housing Specialists in a professional, accurate, meaningful and timely manner.
  • Conducts auditing, approvals, and in-field shadowing to ensure quality standards are being consistently met by Housing Specialists.
  • Facilitates and participates in assigned meetings.
  • Demonstrates competency in all data base systems including Colorado’s Homeless Management
  • Information System (HMIS), Emphasys / Elite, HubSpot, Microsoft Teams, or other tools and applications that the Housing Assistance Department utilizes to perform work.
  • Acts as a consultant for Housing Specialists to address complex case needs and collaborates with other resources to resolve those matters.
  • Audits and approves documentation.
  • Supports management of waitlists.
  • Outreaches and engages program participants who are chronically homeless and disabled within the Denver Metro area within the scope of Voucher Administration.
  • Assists participants with completing subsidy application and certifications.
  • Conducts and / or assists with housing searches, housing orientations, inspections, lease ups, re-certifications, and move in inspections.
  • Collaborates with Coalition programs and outside service providers to ensure a coordination of care for households.
  • Develops and maintains positive relationships with local property owners and landlords.
  • Responds and resolves any escalated landlord concerns in coordination with appropriate parties
  • Networks with community agencies, especially homeless service and employment service providers, for the purpose of coordination, and / or development of services. This might include attending community meetings, committee work, and / or presentations to interested agencies.
  • Provides education for members of the Housing Assistance Department, throughout the Coalition, and partners.
  • Maintains a harm-reduction and trauma informed work environment that is marked by respect for others, values inclusiveness, builds workforce diversity, and that fosters cooperation and teamwork.
  • Performs other duties as assigned.
  • Qualifications Summary

  • Bachelor’s degree in social service-related field preferred. 2-4 years of experience in human services or homeless services related field may be substituted for education.
  • Prior experience working with HUD regulations and / or subsidized housing programs preferred.
  • Prior experience working with people who are experiencing homelessness or who have come from homelessness preferred.
  • Knowledge of HUD rules and regulations.
  • Sound critical thinking and decision-making skills.
  • Consistently superb customer service skills; excellent interpersonal / assertive communications skills demonstrating a high degree of emotional intelligence.
  • Knowledge of homeless issues and demonstrated sensitivity to and a desire to work with underserved populations.
  • Knowledge of HIPPA federal and state requirements.
  • Able to operate office equipment, such as computers, software (e.g., Microsoft Word, Excel and PowerPoint; e-mail) and telephones.
  • Skilled in oral and written communications.
  • Skilled in negotiating and mediating, particularly in sensitive situations.
  • Able to communicate effectively with diverse audiences.
  • Able to ensure accuracy of data management and reporting.
  • Able to pass automobile insurance carrier’s motor vehicle record investigation and CBI.
