General Purpose
Under the general direction of the Public Works Director, assists in planning, organizing, directing and supervising the activities of the Public Works Division including capital improvement project management activities; provides expert professional assistance to Director and other departments in assigned areas, including but not limited to facilities, solid waste, road and fleet maintenance operations; and performs related duties as required. Distinguishing characteristics of an incumbent in this job class include serving as assistant division head with responsibility to support or act as the director in his absence. The incumbent must demonstrate skill in general management and administrative oversight, policy development, program planning, fiscal management and operational direction of assigned areas of the County's public works functions.
Minimum Qualifications
- Bachelor's Degree in Engineering, Facilities Management, Construction Management, Public Administration, Business Administration, or related field from an accredited institution and six years of progressively responsible experience in public works, at least two of which are at a management and supervisory level and include policy development, program planning, fiscal management, administration, and operational direction of general public works functions; OR an equivalent combination of education and experience.

A valid New Mexico driver's license is required.This position is subject to random alcohol and drug testing in accordance with Department of Transportation (DOT) and Federal Motor Carrier Safety Act (FMCSA) regulations.
Essential Job Functions
Plans, organizes, directs, integrates and evaluates the work of contractors performing construction of capital improvement projects and other contract services for the County as directed.Gives direction and provides management oversight to divisions of Public Works as assigned by the Director.Works with the County purchasing office to ensure procurement compliance and audit requirements are fulfilled.Assists in the development, implementation and monitoring of long-term plans, goals and objectives focused on achieving the Public Works mission as directed.Participates in the development of the annual division budget including capital improvement and contract services budgets.Manages and assists in the development, implementation and evaluation of plans, policies, systems and procedures to achieve annual goals, objectives and work standards.Plans, organizes, directs and directs the work of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; conducts performance evaluations; makes recommendations regarding compensation and other rewards to recognize performance; takes and / or recommends disciplinary action to the Director, as appropriate, in accordance with the County's personnel rules and policies.Provides leadership and serves as a role model for a highly competent, customer service-oriented staff.Provides contract oversight for all Public Works Contracts.Presents information and participates in discussions on County issues with citizen groups, individuals, contractors and others on division issues; assembles necessary resources to solve a broad range of programmatic and service delivery problems in the delivery of public works services as directed.Coordinates reviews and evaluates the construction documents prepared by the County's contract engineers, independent contract service providers, construction contractors, landscape architects, tree maintenance contractors and others as directed.Monitors developments related to public works, evaluates their impact on County operations, and implements procedural improvements.Assists the Director with negotiations with other agencies, groups and individuals on a wide variety of issues pertaining to public works.Develops specifications and bid documents for a variety of public works and public utilities-related designs, construction and maintenance projects; recommends contract awards, negotiates contract provisions and coordinates, reviews and approves contractor's performance.Reviews and advises on development plans and permits for work in County rights-of-way.Performs related duties as required.Sandoval County offers benefits to full-time and part-time employees working 20 hours or more a week including : Health Care, Dental, Vision, Flexible Spending Account, Life Insurance, Long-Term and Short-Term disability insurance, Holiday pay, Vacation and Sick Leave, Deferred Compensation Plan.
