Building Department Supervisor
This is an exempt position which requires responsible supervisor and administrative work of high visibility involving managerial, technical, and public relations in assisting the Building Director / Building Official in conducting the overall activities of the department. This position is responsible for providing assistance in directing staff in the administration and enforcement of laws and ordinances applicable to all phases of building activities within the City, and supervising technical personnel engaged in the examination of building plans and specifications prior to the issuance of building permits and the performance of inspectors in the field.
Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.
Examples Of Duties
Plans, assigns, and supervises the plan examiners in examining building plans and specifications for soundness and conformity to the building codes.
Confers with subordinates and assists them in the solution of complex problems which may arise.
Interprets in his / her field of expertise building codes to architects, engineers, building contractors, and subordinates and provides information on code to the general public by telephone and in person.
Mediates differences of interpretation between building inspectors and contractors and explains methods of satisfying building code requirements.
Conducts field audits of inspection quality.
Advises the Building Director / Building Official as to the merits of proposed alternate methods and materials for approval in view of Building Code requirements.
Prepares specifications for equipment or supplies and assists in purchasing of said materials.
Attends various day and evening meetings at the request of the Director as necessary.
Assists in development and preparation of the departmental budget.
Conducts review and approval for Building Safety Inspection Program May assume the responsibilities of the Building Official in their albescence. Performs related work as required and as directed.
Typical Qualifications
Knowledge, Skills, and Abilities :
Knowledge of the principles and practices of building construction and inspection.
Knowledge of building codes, ordinances, regulations, building materials, and product control standards, including a thorough knowledge of the Florida Building Code.
Knowledge of the rules established by the State and the Florida Department of Business and Professional Regulation.
Knowledge of the functions of the Broward County Rules and Appeals, including the appeal processes certification, re-certification, and educational programs.
Knowledge of OSHA standards, rules, and regulations.
Knowledge of the practices and procedures of modern office management.
Knowledge of relevant City codes, ordinances, and regulations.
Skill in computer literacy, with emphasis on Microsoft Office, Microsoft Windows, and electronic mail applications.
Skill in verbal and written communication.
Ability to plan, organize, train, and direct subordinates in the conduct of a coordinated inspection program.
Ability to accurately and effectively interpret building plans and specifications.
Ability to express oneself clearly and effectively.
Ability to understand and explain relevant building codes, ordinances, and regulations.
Ability to plan and supervise the creation and maintenance of accurate inspection recordkeeping.
Ability to operate a City vehicle and possess the required driver's license.
Ability to exercise sound judgment and employ resourcefulness in analyzing and solving new problems in difficult situations and under adverse conditions.
Ability to supervise in a manner conducive to full performance and high morale.
Ability to establish and maintain effective working relations with employees, departmental officials, professional groups, and the general public.
Education and Experience :
Bachelor's degree in relevant field (or equivalent); supplemented by a minimum of 3 years of related experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licenses and Certifications :
Valid State of Florida driver's license.
Certified Standard Building Inspector, Standard Plans Examiner, and Building Code Administrator by the State of Florida Department of Business and Professional Regulations.
Meet all eligibility criteria of the current Florida Building Code, Broward Edition for certification by the Broward County Board of Rules and Appeals as an Assistant Building Official.
Work Environment
The work is medium work which requires exerting up to 50 pounds of force occasionally, and / or up to 30 pounds of force frequently, and / or up to 20 pounds of force constantly to move objects. Work requires the ability to exert moderate physical effort which may involve regular and, at times, sustained periods of standing and / or walking and includes some lifting, carrying, pushing and / or pulling of objects and materials of light weight.
